About ESTA
We are the Emergency Services Telecommunications Authority (ESTA), the statutory authority providing the critical link between the Victorian community and the State's emergency services agencies. We provide Victoria's 24-hour emergency call-taking and dispatch services, including Triple Zero, for police, fire, ambulance, and Victoria State Emergency Service. We also manage the provision of advanced, operational communications for Victoria's emergency services, supporting police, fire, ambulance and VICSES personnel in the field.
In 2020-21, ESTA received more than 2.8 million calls for all emergency, operational and non-emergency calls; on average, this is a call every 11 seconds or almost 8000 a day.

About The Role The Technical Officer is a key role in the Operational Communications Division, responsible for the day to day management and service delivery of the State's Operational Communications contracts. As the Technical Officer, you will be overseeing planning, supporting, and maintaining service continuity within the Managed Services Department.
Reporting to the Service Delivery Manager, the variety and challenge from the role will come from the following duties:

- Provide technical support across the Digital Radio Upgrade Program (DRU2), Regional Mobile Radio (RMR) Network and the Managed Device Service (MDS)
- Oversee and collaborate in the testing sessions conducted by the Service Provider for DRUP2, RMR and MDS related changes.
- Review and provide feedback on technical documents provided by the Service Provider.
- Propose and implement improvements, make viable recommendations to achieve technical efficiency.
- Be available and provide technical support for incidents as a part of the Managed Services 24 x 7 on call rotation.

**About You It is anticipated you will possess**:

- A qualification in radio communications or a minimum or extensive experience in the telecommunications industry
- A sound understanding of radio, telephony, paging or messaging systems.
- ITIL qualification and Service Now experience highly regarded Ability to deliver on Telco projects involving multiple users over multiple sites.
- Exceptional negotiation skills to influence key stakeholders and achieve desired outcomes.
- Strong interpersonal skills and the ability to work with a wide range of stakeholders
