Purpose of specific work area and position

The State Operation Directorate has a broad role across the departments emergency management operations and ensures that the department maintains a state of operational readiness to fulfil its responsibilities, as described in the Disaster Management Act 2003, Fire and Emergency Services Act 1990 and the State Disaster Management Plan. The Rural Fire Service Queensland (RFSQ) Specialised Services is responsible for statewide monitoring and reporting on all disaster and emergency related issues impacting, or potentially impacting, Queensland.

Incident Management (IM) Capability, RFS Specialist Services will predominantly focus on developing the future IM capability needs for the organisation and delivers on the department's emergency management strategies, through effective command and control of tactical, operational and strategic IM functions. The team contributes to reviewing the IM Training Framework to deliver a defined, understood, consistent framework based on Australasian Inter-Service Incident Management System (AIIMS) principles, that is flexible and scalable to manage all hazards. This work will be required to meet the needs of the organisation in conjunction with the departmental incident management reviews and other external assurance body recommendations.

Reporting to the Director, you will lead the development and implementation the QFD/RFSQ incident management development program, including the research and informing of contemporary incident management practice; the development of standards associated with the various incident management capability inputs; and the development and implementation of training and personal development programs in a coordinated strategic approach to current and future state IM capability. You will work in internal and external stakeholders to ensure training resources, IM training delivery and development, learner and instructor qualifications meet compliance, legislative standards and organisational operational capability.
Mandatory requirements:

- Must meet the mandatory requirements and attributes as outlined in the generic RFSQ Superintendent operational role description.

Highly desirable requirements:

- Have detailed knowledge of QFD and operational experience within the incident management framework and/or coordination centre management principles.

Primary duties

In addition to the generic RFSQ Superintendent role description, the purpose of the Executive Manager, IM Capability, includes but is not limited to:

- Lead and manage the functions of the unit to effect operational priorities and coordinate the strategic work program for incident management capability development for RFSQ.
- Lead the development and maintenance of the capability costing framework and capability investment strategy for incident management enhancement activities.
- Coordinate resource planning to provide real-time awareness of capability limits and identification of escalation points that support statewide operational activity.
- Review and revise the QFD incident management training framework (IMTF) and IM training catalogue including:Level 2 and level 3 incident controller development.
- AIIMS aligned incident management (IM) roles and sub roles.
- Organisational specific IM roles, sub roles and support.
- The alignment of qualifications to national competencies.
- Provide accurate and timely briefing and operational advice to senior executives on current and projected incident management and capability development training.
- Liaise and work with internal and external stakeholders to develop and maintain a training strategy to facilitate building incident management training capability at a regional level.
- Develop quality assurance mechanisms that provide oversight of training standards, including currency and authority to implement and deliver current and relevant products and services.
- Contribute to developing exercise plans for incident management capabilities at state and regional level.

- Knowledge and/or experience working in Incident Management Teams (IMT) and/or Operational Coordination Centre's.
- Understanding of AIIMS Doctrine, IM functional roles/responsibilities, operational concepts and/or Queensland Disaster Management Arrangements (QDMA).
