**About us**
The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.
The Commercial Division is accountable for providing advice on the state's financial assets and liabilities, along with oversight of the Government's business enterprises. It takes a lead role in overseeing significant government commercial transactions, providing both transaction advisory services and advice. Additionally, the Division manages workplace safety, housing related funds and loan schemes, and the regulatory function that provides oversight of the performance of the community housing sector in Victoria.
**Workplace Safety Reform**
The Workplace Safety Reform team supports the Minister for WorkSafe and the TAC in the delivery of an ambitious policy agenda and key strategic reforms. This includes emerging safety issues for high-risk industries, psychological health and sexual harassment reforms, improvements to Victoria's workers' compensation system and a range of policy, legislative, and regulatory changes to improve safety in the workplace. The branch works closely with WorkSafe Victoria, and other relevant bodies to deliver these commitments.
**Key accountabilities**
- Provide thought leadership to develop and guide DTF's position on key issues related to delivery of the initiative. Work independently and lead project team to deliver:
- practical advice on policy issues for senior management and government stakeholders
- research on complex public policy issues
- briefings and policy advice that are timely, accurate, accessible, fit-for-purpose, and supports the strategic direction of the work group and department.
- Communicate with, negotiate and influence, internal and external stakeholders on difficult and sensitive issues. Work collaboratively and be effective in co-design.
- Deliver timely work across multiple priorities and responsibilities, ensuring the project runs smoothly and delivers tangible outcomes.
- Lead small team:
- fostering a positive team culture
- prioritising and managing workflow
- managing staff, including providing feedback and supporting career learning and development
- planning and setting the direction for the team's work.
**Key Selection Criteria**
Influence:
- Experience in building relationships and working with internal and external stakeholders to negotiate and persuade to achieve results
- Extensive experience preparing high quality verbal and written briefings and advice, including the ability to convey complex issues persuasively and effectively in plain language
- Demonstrates responsiveness and experience in providing timely and fit-for purpose advice and products
Policy analysis, conceptual and problem-solving skills:
- Demonstrated capacity to solve complex and ambiguous problems
- Experience leading a team to develop and communicate comprehensive policy advice and recommendations that distil evidence and stakeholder perspectives
- Leads the development of policy reform opportunities that can deliver tangible outcomes and effective solutions
- An eye for detail and ability to interpret and synthesise information
- Considers impact of policy to strategic plans, community needs, and complementing programs and policies
Political and organisational context
- Takes into account wider context when considering options to resolve issues, and considers priorities and interests of various stakeholder groups.
- Demonstrates political nous and impartiality in working with Ministers and stakeholders
Leadership:
- Models high performing team behaviours and focuses on team objectives
- Experience leading a team, driving a positive culture, providing feedback and supporting others to pursue common goals
**Experience and qualifications**
Tertiary qualification in public policy, law or a related field are required.
