**Who we are**
The Plant Export Operations Branch (PEOB) facilitates trade and market access through the development of technical operational phytosanitary export inspection and certification policies. The branch does this by developing and implementing policies and guidance materials that ensure Australian horticulture, grain and other plant-based exports meet Australia's export legislation, international obligations and importing country conditions. The branch has a key role in advancing Australia's market access priorities by actively engaging in overseas market access negotiations. The branch works with all participants in the export pathway to continuously improve the export framework and ensure expert advice and support is available to the horticulture and grain export industries. In addition, the branch administers the development and training of authorised officers to conduct inspections.
The Plant Export Reform Program is a reform focussed program for Plant Exports Operations Branch that aims to deliver projects and legislative reform that reduce red tape and recognise alternative assurance pathways to achieve regulatory outcomes for the department.
The Business Systems Program works to support, enhance and assure the Plant Export Operations Branch. The program is responsible for financial management, audit policy, regulatory performance measurement, plant export certification management, distressed cargo and system administration.
**The Jobs**
**Policy Officers**
We are seeking two motivated and organised people to join the Plant Export Reform Program and help deliver project initiatives on behalf of the Plant Export Operations Branch. As a Policy Officer in the Plant Export Reform Program, you will play a crucial role in the delivery of reforms to reduce red tape, recognise alternative forms of assurance and achieve regulatory outcomes for the branch. The main duties of these positions include:
- contributing to the development and implementation of projects to improve regulatory assurance activities
- researching, analysing and understanding complex operational policies and international conventions
- delivering presentations to various project boards and industry forums on project progress
- creating, reviewing and amending policy and procedures relating to reform activities
- maintaining appropriate project management approach to monitor implementation activities against key milestones.
**Legislation Policy Officer**
We are seeking a motivated and organised person to join the Plant Export Reform Program and help deliver legislative reforms on behalf of the Plant Export Operations Branch. The main duties of this position includes:
- maintaining an understanding of relevant legislative frameworks and assisting team members to operate within these frameworks
- engaging, liaising and working with stakeholders about complex legal matters
- assisting in the coordination of legal advice on behalf of the branch
- drafting decision briefs and legislative instruments.
**Please note** that this position is not a legal position and does not sit in the Legal Officer classification stream.
**Assurance Officer**
We are seeking a motivated and well organised person to provide high level support to the Plant Export Operations Branch. The main duties of this position includes:
- working with the Plant Export Operations Branch and service delivery streams to manage new and existing assurance/audit policies
- managing plant export audit relationships with service delivery operations and audit services group to implement assurance policies
- providing leadership, supervision and development opportunities to staff
- managing and contributing to development and review of instructional material for audit, assurance and compliance activities
- providing input and technical expertise into audit and digital reform activities
- managing investigations and responses to non-compliance activities
- representing the program at relevant forums and providing technical advice as required.
**Finance Officer**
We are seeking a motivated and well organised person to provide high level support to the Plant Export Operations Branch. The main duties of this position includes:
- assisting in budget preparation, mid-year review and monthly forecasting for the branch
- preparing monthly financial reports and perform analysis
- liaising with internal and external stakeholders on a range of financial issues
- assisting in any future Cost Recovery Fee Reviews (horticulture and grain)
- assisting with monthly billing and annual registration process
- managing performance through regular communications with team members
- managing month end processes
- development and reviewing of instructional material to manage the branch financial activities.
