**Reservoir Neighbourhood House - our purpose**
The Reservoir Neighbourhood House provides a safe and welcoming community space that promotes the prosperity and wellbeing of local residents. We bring people together to develop and encourage employment prospects, support health and wellbeing, and enhance belonging. We work towards the alleviation and prevention of poverty. We specifically target isolation, illness and disability, and unemployment/underemployment.
**Job purpose**
The Executive Officer will manage all aspects of Reservoir Neighbourhood House operations, including implementing Strategic Plans, managing RNH budgets and activities, leading staff, managing a social enterprise cafe on site, developing innovative responses to emerging challenges and responding to the day-to-day needs of the local community.
**Duties and responsibilities**
Demonstrate values of empathy, social justice, equity and access as outlined in the RNH Annual Report.
Implement and review the Strategic Plan, including developing and executing operational plans and developing innovative responses to emerging challenges.
Lead and manage RNH staff and volunteers in a way that promotes collaboration and engagement, including management of the social enterprise café Birds & Beans.
Oversee the day-to-day operations of RNH and ensure operations are in line with the strategic direction, policies and guidelines set by the Board of Management.
Monitor, review and develop RNH’s operational policies, processes and protocols in order to maintain a compliant environment.
Provide regular reports and advice as appropriate to the Board and ensure the AGM is conducted and reports are prepared as the constitution requires.
Continue to develop RNH as a recognised and valued hub for the local community to participate, learn, and belong.
Actively engage with the community in identifying local needs and work together towards creating a healthier and connected community.
Work in partnership with other providers to support and facilitate the community and individuals to access services and activities, local information, and opportunities for learning.
Oversee the financial management of RNH; prepare, manage and monitor RNH’s financial budget and expenditure alongside the Bookkeeper, Treasurer and Board in support of the continued financial sustainability of the centre.
Identify funding opportunities and prepare grants/funding submissions and acquittals relating to all funding agencies.
Maintain an effective working relationship with key funding agencies and partnerships including City of Darebin (DCC), Department of Families, Fairness and Housing (DFFH), State and Federal Members of Parliament, Reservoir Revitalisation Board, Darebin Neighbourhood House network and other stakeholders.
Be responsible for managing and recruiting staff and professional development of staff, identifying staff training needs and facilitating access for staff and volunteers to appropriate training and development programs.
Plan and implement operations and programs delivered through RNH in accordance with legal, regulatory and financial requirements.
**Key Selection Criteria**
Required qualifications:
- Tertiary qualifications in Community Development, Business Management, Social Work or similar; and or extensive relevant experience in management.
Essential skills:
- Demonstrated ability to relate and respond directly to people in need
- Proven track record in financial management and budgeting including ability to support the Treasurer in developing an annual budget and to work with the Treasurer to ensure that RNH remains within its budget.
- Strong leadership skills and proven ability to effectively manage a team.
- Exceptional interpersonal, written and verbal communication skills, including the ability to solicit ideas and feedback from a range of sources.
- Demonstrated ability to network and build strong working relationships with other community groups and stakeholders.
- Demonstrated ability to work independently and resolve complex issues with mínimal supervision.
- Knowledge of the child safe standards for Victoria and the National Disability Insurance Scheme.
- Knowledge and ability to use word processing systems and software packages, e.g. Microsoft Office
**Desirable**
- Experience Managing a Neighbourhood House / Not for Profit
- Understanding of legislation as it relates to Neighbourhood Houses
- First Aid
- National Police Check certificate
- Working with Children Check
- Adherence to child safe standards for Victoria
- Current licence to drive in Victoria
- Access to a vehicle for use for work purposes
