The RoleAs a Principal Policy Officer in the Legislative Policy Unit, you will support a substantial legislative reform initiative focused on amending the Health Practitioner Regulation National Law and other Health portfolio legislation. You will work closely with national decision-making bodies and legal and policy officers in all States and Territories and the Commonwealth. The project is dynamic and challenging, with high visibility within the Department, and significant engagement with a range of internal and external stakeholders.Key Responsibilities: - Manage primary and subordinate legislation projects individually and within a project team. Be the lead author of Cabinet submissions, National Cabinet briefings, drafting instructions and legislative materials such as explanatory notes and human rights justifications. Undertake legislative research and analyse and provide authoritative advice on complex legal policy issues. Collaborate with counterparts in other jurisdictions to develop, test and refine legislative options and proposals for national decision-making bodies. Navigate approval processes for amending national scheme legislation, including consideration by Queensland Cabinet and the Health Ministerial Council. Instruct Parliamentary Counsel on Bills and legislative instruments. Provide authoritative advice on legislation development processes.
As the role supports national legislative reforms, you will have experience with, or be able to rapidly acquire a sophisticated understanding of, national applied-law schemes, including the legislative frameworks, governance bodies and decision-making processes that underpin such arrangements.
**Success Factors**: - Proven skills in researching, analysing and explaining complex legislative and legal policy issues. Exceptional written and oral communication skills, including the ability to prepare a diverse range of policy and legislative documents with mínimal guidance and supervision. - The ability to effectively present complex concepts to decision-makers and stakeholders, and to negotiate positive outcomes. Knowledge or the ability to quickly acquire knowledge of health portfolio legislation, State and Commonwealth laws impacting Queensland Health, and the organisation's functions and policies. Success in building and maintaining networks with internal and external stakeholders.
