**Description**:
The purpose of this position is to provide accommodation to young people ages 12-15 and 16-19 across the South Western Sydney district who are homeless. This role will manage two refuges 12-15 years and 16-19 years and comply with relevant legislation supporting both sites, specifically the 12 -15 refuge who are identified as unaccompanied minors.
This role will maintain a safe environment for young people to work with families to support restoration and or develop independent living skills to assist young people to navigate independent living. This role will support the development of care plans for complex needs, assess and refer clients to relevant services, support with transition into longer term accommodation, support ongoing community and family relationships, promote education and employment and support collaboration between young people and other services providers.
This position reports to the Youth Services Manager
**Responsibilities Include**:
In conjunction with Management, develop a detailed Project Plan, including an Evaluation Plan and a Risk Management Plan that covers client duty of care responsibilities, expenditure monitoring and service performance
Ensure timely collection of data and information to support evaluation and reporting, including entering CIMS data daily, collecting and safely storing client information (such as case studies, sits of intervention, referral pathways, service intervention)
Establish and negotiate partnerships with other Youth accommodation services to support the needs of young people experiencing or at risk of homelessness.
Oversee the delivery of service by Caseworkers and Youth Workers. Encourage and support the team by ensuring appropriate consultation mechanisms exit in order to determine the clients’ needs are met, but also ensuring the clients have input into service provision.
Ensure service delivery to clients according to legislation, policies, and guidelines
Ensure the service is culturally sensitive and takes into consideration all needs of the client’s, where possible.
Develop and implement staff work plans and supervision processes, including on call rostering and budget management, providing support and direction in client assessment and management and ensuring effective liaison with relevant support networks
Monitor property management and usage by team and liaise with Community Housing providers to ensure sustainability of model and partnerships
Foster cooperation and coordination by service support agencies through regular networking, progress reporting and direct negotiation,
Ensure that relevant clients are provided with relevant support including outreach support and intensive case management
Ensuring case managers develop and implement exit plans for clients in accommodation.
Ensure that administration tasks are completed in a timely manner, including arranging invoices, payments and receipts for services and carrying out all other functions required to maintain efficient and effective financial management of the program.
Ensure the brokerage service is managed effectively and delivered in line with the funding agreements.
Work with Human Resources staff to recruit, interview, select, hire, and employ an appropriate number of employees. In conjunction with Management, provide coaching, mentoring, and develop staff, including overseeing new employee on boarding and providing career development planning and opportunities.
Provide oversight and direction to the employees in the operating unit in accordance with the organization's policies and procedures.
Lead employees using a performance management and development process that provides an overall context and framework to encourage employee contribution and includes goal setting, feedback, and performance development planning.
Working closely with Management, provide effective performance feedback through employee recognition, rewards, and disciplinary action. Consultation with Human Resources throughout the process.
Maintain employee work schedules including training, leave and paid time off, cover for absenteeism, and overtime scheduling.
Establish partnerships in service delivery amongst agencies in the area including specific mainstream services (i.e. health, Centrelink, education, family support, youth services, etc.), "First to know" agencies (i.e. the police, schools, hospitals/key health services, govt department offices) and specific agencies
