**Eligibility**

**Division Responsibilities**
The Home and Residential Division is responsible for providing aged care to senior
Australians in the setting that suits their needs and preferences. It is responsible for the
reform work to improve aged care services at home and in residential care. This includes:
- The design, development and implementation to establish a single support at home
program which will replace the Commonwealth Home Support Programme, Home
Care Packages, Short Term Restorative Care and Residential Respite
- Implementation of the Australian National Aged Care Classification (AN-ACC) funding
model for residential care.
- Commissioning a new single assessment workforce.
- Development, implementation and the management of efficient, effective and
sustainable funding programs for home and residential care.
- Data and analysis to support evidence-based decisions and policies.
**Branch Responsibilities**
The Support at Home Reform Branch is responsible for the design of a new Support at Home
Program to replace Commonwealth Home Support Programme (CHSP), Home Care Package
Program (HCP) and Short-Term Restorative Care (including residential respite service
referrals); and designing and implementing a new Single Assessment System. This includes
policy development, managing budget processes, developing an underpinning Assessment,
Classification and Funding (ACF) model, consumer and provider research activities,
stakeholder consultation and management, and overarching project management.
**Section Responsibilities**
The Support at Home Analytics Section contributes to development of the Support at Home
reforms through modelling and analysis on aspects such as pricing, program costings,
demand modelling, and consideration of program cost containment options.
**Key Responsibilities**
- Working to the Assistant Director, contribute to the team’s engagement with
consultancies and other external stakeholders that are developing unit prices
and other elements of the evidence base for the program.
- Conduct analysis and research to support evidence-based policy development.
- Prepare draft correspondence, discussion papers, minutes, briefs, Cabinet
submissions, and inputs to external requests for information.
- Engage and work collaboratively across the Department.
- Undertake relevant activities to support delivery of project outcomes as
required.
**Key Capabilities**
- Strong conceptual and analytical skills, including sound judgement and the ability to
interpret information.
- Capacity to use evidence, including quantitative data, to prepare high quality reports
and advice.
- Good written and verbal communication skills, including the ability to work with
internal and external stakeholders, experience in preparing a range of written
materials and documentation, and tailoring messages and style to different
audiences.
- Experience in policy development and Cabinet processes.
- Proficiency in Microsoft Excel is essential.
- Prior knowledge of aged care is desirable but not essential.
