**About the Department**:
The Department of Industry, Science and Resources and our broader portfolio are integral to the Australian Government’s economic agenda. Our purpose is to help the government build a better future for all Australians through enabling a productive, resilient and sustainable economy, enriched by science and technology. We do this by:
- Growing innovative & competitive businesses, industries and regions

- Strengthening the resources sector.
The APS and the department offer a clear direction and meaningful work. You will be able to create positive impact in people’s lives whilst contributing to improved outcomes for Australia and our people.
If you would like to feel a strong connection to your work and you are accountable, committed and open to change, join us in shaping Australia’s future.
Please see the APSC’s APS Employee Value Proposition for more information on the benefits and value of employment within the APS.
**About the team**:
This position is located in the Commercial - Economic Analysis team of the National Offshore Petroleum Titles Administrator (NOPTA) and the Offshore Infrastructure Registrar (the Registrar). NOPTA is responsible for the day-to-day administration of petroleum and greenhouse gas titles in Commonwealth waters in Australia. NOPTA is the first point of contact for matters relating to offshore titles administration. The Registrar administers licences for offshore renewable energy projects, including transmission and related infrastructure in Australian Commonwealth waters. Staff supporting the Registrar are located within NOPTA.
**The opportunity**:
The Economic Analysis team is responsible for assessing and providing advice on the economic viability of applicant’s offshore projects. The team determines project viability under the OEI Act and OPGGS Act, for projects such as offshore wind, petroleum, and greenhouse gas/carbon capture and storage projects. The Economic Analysis team works closely with teams responsible for licence and titles administration, engineering, geoscience, applicant suitability, and policy development, to provide advice to decision makers including the Minister for Energy and the Minister for Resources.
In recent years, there has been an increased focus on the viability of projects proposed or being undertaken in Commonwealth waters, including the ability to meet their obligations under the Act (decommissioning). With the establishment of the OEI Registrar the Branch has taken on additional responsibilities in relation to the licensing of offshore wind and electricity transmission projects and resulted in an expanded role for the Economic Analysis team and a new opportunity being created. This integral assistant management role will lead a team focussed on project analysis, evaluation of key economic metrics, and reviews of internal and external reporting and benchmarking, for existing companies and proposed new entrants to the regimes we administer.
**What’s in it for you?**:
As an administrator and regulator we value innovation and encourage creativity. We strive for continuous improvement and have a unique and supportive environment where communication, collaboration and respect are at the forefront of everything we do. Our management team is focused on encouraging and providing:
- A values-based culture
- Role autonomy
- Individual and team-based work with a focus on outcomes
- Opportunities for remote and hybrid work arrangements
- Supportive, people-focused leadership
- Strong commitment to diversity, equity, inclusion and belonging
To be considered for this role, you will have skills and experience in line with the APSC Work Level Standards for an EL1 position, and be able to demonstrate the following:
- A strong ability to lead and/or contribute to a high performing team, managing workflows and creating an effective team culture.
- Sound judgement and an aptitude for pre-empting and creatively solving problems.
- Ability to communicate with influence, writing clearly and concisely, with excellent attention to detail and tailor communication and reporting products for a non-technical audience.
- Strong stakeholder engagement skills, and a willingness to respond to feedback.
- A focus on continuous improvement and proactively identifying ways to operate more effectively.
**What you will do**:
You will support the team manager to ensure NOPTA and the Registrar meet their legislative and corporate obligations, including but not limited to the following key responsibilities:
- Play a leadership role by guiding, mentoring and developing staff.
- Represent the branch in engagements with the other government agencies and regulators and the private sector.
- Bring expertise (or the capacity to develop expertise) to offshore Australian petroleum, greenhouse gas storage or electricity infrastructure economics in order to infor
