**In the role of Manager (Planning and Environment) you will**: - Lead and manage a small team responsible for protecting Transport and Main Roads' (TMR) planning and environment interests in the Inland Rail project. Provide guidance and technical advice to departmental staff, the Australian Rail Track Corporation (ARTC) and other public sector agencies on planning and environment approval processes. Foster effective working partnerships with key stakeholders including ARTC, local government, other departments and internal TMR branches.Accountabilities include: - Manage TMR's role in addressing planning and environmental issues on the Inland Rail project, including the provision of high-level advice and reports to the Director, Senior Project Manager, Executive Director, General Manager, Deputy Director-General, Director-General and Minister. Being a key interface between the project team, other TMR units and the Office of the Coordinator-General for project assessment including department reviews of design, traffic impact assessments and the Environmental Impact Statements. Provide expert advice on compliance and enforcement matters relating to rail operations and assist with drafting conditions for legal documents to protect TMR's interests. Identify, evaluate and deliver corridor protection options that support departmental and project objectives in relation to the planning requirements of the project. Maintain effective relationships within TMR and with other agencies and organisations to ensure TMR effectively manages environmental issues. Lead and direct specific tasks to effectively coordinate and deliver various project activities on time. - Consult and negotiate with internal and external stakeholders and represent the department at meetings on Inland Rail matters. Lead and manage the technical development of staff. Prepare complex reports, briefing notes and general correspondence, ensuring the provision of accurate, timely and well written materials, targeted to the audience. Actively participate in performance conversations to build and support a culture of performance improvement.This role reports to the Director (Planning and Land Management) and has one direct report. **TMR is currently considering the implementation of a mandatory COVID-19 vaccination policy whereby it would be a condition of employment for TMR employees to be and remain fully vaccinated against COVID-19. Proof of vaccination status may be required as part of the interview process and/or prior to employment.
