**Who is the National Heavy Vehicle Regulator?**

The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as a national entity responsible for
regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. Located in Brisbane, the NHVR minimises the
compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistencies across state and
territory borders, and ultimately for the heavy vehicle business with government in Australia.

Position Description | Operations Manager

The Operations division ensures the continued and improved effectiveness of operational processes and transactions for
customers and service users of the NHVR. The Division is accountable for operational safety and compliance functions
across the NHVR.

**Primary Objectives**

Lead the enforcement operations to deliver high quality, consistent, effective heavy and light vehicle compliance and
enforcement programs which are strongly aligned with NHVR strategic directions.

**Key Responsibilities/Accountabilities**
- Lead and provide operational management, translate the NHVR strategic plan into risk-based enforcement programs,

including whole of route plans, ensuring effective delivery and reporting program outcomes.
- Lead sustained improvement in consistency and effectiveness of operations by driving national -wide change

initiatives, aligning local change initiatives to national-wide goals, and implementing procedures to gather feedback.
- Ensure the strategic, risk-based targeting of operations to achieve outcomes/outputs required by the Director

Central Operations, including analysing issues, trends and data and flexibly, allocating budgets, staff and operational
infrastructure to meet priorities.
- Build, motivate and continually develop a cohesive, skilled team of Safety and Compliance Officers and modelling a

commitment to teamwork within Operations Division to ensure the workforce culture meets national-wide goals of
flexibility, motivation and high performance.
- Develop and maintain close working relationships with senior managers to ensure effective cooperation with key

regional functions including road safety and asset management.
- Improve NHVR’s ability to achieve key outcomes through joint operations by developing and maintaining effective

senior level relationships with key agencies including Police and, where relevant, international counterparts.
- Develop strong, effective partnerships with industry to increase heavy vehicle industry support and, understanding

and commitment to complying with regulatory requirements.
- Manage, develop and implement work, health and safety systems and procedures to ensure a safe working

environment and legislative compliance.
- Adhere to all NHVR policies and procedures to ensure compliance with NHVR internal processes.
- Comply with WH&S policies and procedures and contribute and promote a safe and healthy work environment.

**Skills and Capabilities**

workforce delivering a compliance and enforcement function, including
