What does the business unit do?
The Department of Justice and Community Safety (the department) delivers a justice and community safety system that works to build a safer, fairer and stronger Victoria.
Data, Digital and Insights (DDI) focuses on meeting the departments data and digital needs by providing responsive and sustainable services focused on supporting departmental outcomes. The specialist groups within DDI consist of Technology Solutions and Evidence and Insights.
Technology Solutions explores and employs modern technology to enable the department's business' to function via the use of modern, appropriate platforms, products and services.
Evidence and Insights is responsible for providing end-to-end evidence-based policy support to the Department of Justice and Community Safety, and the reporting of data and research to the Victorian public through the Crime Statistics Agency and the National Coronial Information System.
What will the role do?
The Data Development and Integration Manager is responsible for leading and managing a team of Data Engineers and Data Analysts to provide data management, reporting and analysis solutions across the department. This role has a strong focus on collaborating with stakeholders in business units across the department to lead the transition of the department's data assets to an AWS-based Enterprise Data Lakehouse. Forming strong relationships with business unit data owners an users will be important in order to understand their business and information needs and ultimately formulate roadmaps to successfully navigate the challenges associated with modernising a large amount of legacy data systems. The Data Development and Integration team will be responsible, in collaboration with other teams across Data, Digital and Insights, for the planning, development and maintenance of the Data Lakehouse.
What skills should a Data Development and Integration Manager have?
Strong project management skills, knowledge of enterprise data modelling, data governance expertise and a basic understanding of data security requirements are pivotal with leading the team. Additionally, having a deep understanding of how analytical requirements translate to practical products that are fit for purpose for end users will be key to success in the role.
- Experience in collaboratively designing and developing large-scale data solutions, preferably using cloud-based platform infrastructure (e.g., AWS, Azure) and architectural principles.
- Excellent understanding of data governance principles and the ability to implement data governance frameworks at a whole-of-organisation level.
- Ability to develop strong working relationships and partner closely with a range of both non-technical and technical stakeholders to understand their data requirements, and design and deliver outcomes aligned to those requirements.
- Experience in developing or working with enterprise level data models.
- Experience in driving organisational change to improve adoption of technology and/or data solutions.
- Demonstrated knowledge and proven expertise in managing the successful delivery of complex projects through the full project lifecycle, preferably in a public sector procurement environment (or similar).
- Understanding of the principles, tools and programs required for data engineering, reporting, analytics, visualisation and/or machine learning.
- Experience in building, driving and maintaining technology and data documentation.
- Ability to operate and achieve successful outcomes in Agile environments.
