**Eligibility**
- To be eligible for employment with the Department of Health and Aged Care

**Division Responsibilities**
Financial Management Division provides support to the Department of Health and Aged
Care through a range of financial and budget management services and advice, property
and asset management, and other corporate services, including shared services for the
Health portfolio.
**Branch Responsibilities**
Finance Branch provides support to the Department by way of:
- providing financial policies and systems, accurate and timely financial information,
and high quality strategic financial and compliance advice;
- supporting the Executive to deliver Departmental and Government priorities through
efficient, effective, economical, and ethical use of public resources;
- providing financial analysis and forecasting which ensures the Department obtains
maximum value from its use of public resources;
- preparing the Department's statutory reporting suite;
- preparing and publishing the Department's key PGPA planning and performance
documents; and
- managing the best practice regulation framework.
**Section Responsibilities**
The Financial Reporting and Treasury (FRAT) section is responsible for:
- accounting policy and provision of technical accounting and financial reporting
advice to internal stakeholders;
- preparation of the Department's annual financial statements (including conduct of
annual soft close process, and submission of the annual Whole of Government
return);
- submission of the monthly and annual CBMS reporting to the Department of Finance
and ad-hoc financial reporting to the Department of Finance and other stakeholders;
- coordination and facilitation of the ANAO annual financial statements audit and
monitoring of the progress towards resolving ANAO audit findings;
- acting as secretariat for the Department's Financial Statements Sub-Committee
(FSSC);
- providing a full suite of corporate treasury functions to the Department, including
funds management, appropriation drawdowns and periodic reconciliations; and
- providing asset management functions to the Department and portfolio agencies,
including acquisitions, transfers, and disposals, planning and conduct of annual asset
stocktakes, asset revaluations, and asset management support.
**Key Responsibilities**
Assistant Director, Financial Statements will work closely with the Director, Financial
Statements to contribute to or be responsible for:
- Preparation of the Financial Statements Project Plan and supporting documentation,
including liaison with the ANAO to develop an agreed timetable for the delivery of
the statements and an effective working protocol to be used throughout the audit;
- Reviewing/updating/maintaining financial statement models and working with the
Director, Financial Statements, and other key stakeholders on preparation of the soft
close and annual financial statements;
- Preparation of any technical accounting position papers, briefs and file notes that
may be required throughout the year;
- Preparation of committee papers for the Financial Statements Sub-Committee (FSSC)
meetings and assisting with FSSC secretariat activities;
- Ensuring prompt action is being taken on audit findings to ensure the expectations of
the ANAO can be acquitted and the findings resolved as quickly as possible;
- Procurement of independent quality assurance services for the annual financial
statements process and other procurement processes relevant to the financial
statements cycle as required;
- Working closely with the Department’s ANAO coordinator to facilitate effective
management and actioning of ANAO audit requests; and
- Other tasks relating to annual financial statements cycle as required.
