About us As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events. Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of the role SES Project and Capability Development delivers on the QFES organizational priorities and objectives, providing management of SES governance and capability functions, and implementation of new projects and initiatives. This is achieved through the provision of business support to SES Regions and volunteers, delivering on the QFES Commissioner's responsibilities as described in the Fire and Emergency Services Act 1990, Division 2, section 131 (a), (b), (c) (ii). The team is responsible for managing the review and procurement of SES fleet, equipment, assets and facilities to manage service delivery and provides support in the development of policy, procedures and strategies to enhance operational outcomes through stakeholder engagement and relationship management from state and local government agencies to identify, analyse, advise and meet strategic, audit, compliance and reporting requirements for meeting QFES organisation goals. Reporting to the Executive Manager, you will provide high level support to the SES Uplift Program through discrete programs of work, including assisting with the management of the SES major equipment investment plan; the audit, review, development, implementation and management of policies, procedures and system; and maintenance of resources and capability to meet SES operational requirements. Key requirements Highly desirable requirements - Knowledge and experience and/or qualifications in project management methodologies. - Knowledge and/or experience in developing business improvement strategies within a complex service delivery environment. Special requirements - The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award - State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday. - Capacity to work outside of normal hours (e.g. night shift), including weekends, working extended hours and may include deployment to other parts of the state. - Capacity to work on night and/or weekend to suite an SES volunteer environment. Your key accountabilities Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to: - Assist with the management, design and implementation of SES operational resourcing as well as the asset management capability and sustainability programs, in consideration of QFES strategic plan and business objectives. - Prepare and develop frameworks for the introduction of sustainable and contemporary fleet and asset mangement models to meet divergent and geographically diverse community risk profiles. - Coordinate, plan and implement associated tasks, and regular progress status reports, including asset investment and realisation to ensure quality outcomes and project deliverables are achieved. - Plan and manage activities in accordance with best practice project methodologies to ensure that outcomes, performance indicators, deliverables and deadlines are achieved or re-prioritised for the successful delivery of program initiatives. - Prepare, evaluate and review high-level correspondence, reports, submissions and communication on a range of complex and confidential issues and opportunities relating to project initiatives. - Provide high-level advice and information to senior management on a range of business improvement, policy and procedural issues impacting and/or influencing fleet and asset management or service delivery to enable decision making processes. - Liaise, consult, and negotiate with key stakeholders, clients and vendors to ensure appropriate solutions and procurement are responsive to current and future needs for the delivery and monitoring of agreed outcomes. - Represent QFES on high level meetings and working groups relating to procurement and asset management to ensure a consistant approach to planning and operational capabilities within SES.
