**The Role**
An APS6/EL1 Finance officer within the Enterprise Governance and Management Branch of the Naval Shipbuilding and Sustainment Group (NSSG) Enterprise Headquarters is accountable, under broad direction, to perform and achieve policy, governance and strategic management outcomes.
You will:
- exercise sound decision making and judgement to provide expert financial policy advice;
- have in-depth knowledge of the budget, costs and financial analysis function; and
- be responsible for the development, implementation, compliance and review of policies and procedures relevant to Maritime Domain’s financial matters.
An APS6 Financial Advisor will work independently with the opportunity for reasonable autonomy and accountability for the achievement of their financial outcomes.
**About our Team**
The branch provides strategic advice, communication, commercial expertise and assurance enabling the Naval Shipbuilding and Sustainment Group to deliver a naval maritime capability to Australia.
The Branch is dynamic and operates at the strategic centre of the Enterprise Headquarters, delivering across multiple streams of work including:
- Governance and reporting including the development of cabinet submissions and the reporting of achievements
- Managing Commercial arrangements, including the management of the Naval Shipbuilding College Contract and the Maritime Insurance Program.
- Establishing continuous naval shipbuilding enablers as a program under the Defence capability program architecture.
- Coordination of ministerial and parliamentary enquiries for the Naval Shipbuilding and Sustainment Group
- Management of the Group operating budget for the Naval Shipbuilding and Sustainment Group
- Strategic management of the internal and external narrative for naval shipbuilding and sustainment and continuous naval shipbuilding.
- Development and delivery of an overarching data and digital strategy for the maritime domain.

APS 6 - Finance Officer
- Interpret, draft and review finance policy and procedural directions.
- Contribute to the planning and implementation of wider agency policies and objectives.
- Draft finance talking points and issues briefs for senior executives.
- Provide advice in relation to financial matters including policy and process.
- Identify, anticipate and respond to stakeholders’ financial needs and expectations; and that contribute to Maritime’s overall strategic planning, program and project management and policy development.
An EL1 Assistant Director will exercise a considerable degree of independence and perform a leadership role, including engagement in complex to very complex financial problem solving and issues management.
EL1 - Finance Officer
- Lead a team to engage with a complex network of stakeholders to shape and implement financial and budget management processes for the Naval Shipbuilding and Sustainment Group.
- Lead a team to interpret, draft and review finance policy and procedural directions for on behalf of the maritime domain.
- Contribute to the planning and implementation of wider agency policies and objectives.
- Design strategic reporting to senior executives to enable the flow of timely financial information and data for decision making and direction.
- Draft talking points and issues briefs for senior executives, connecting financial issues at the strategic level.
- Provide expert advice for draft reports, briefing papers, and Ministerial correspondence and for review by senior executives.
