**Who we are**
People Division, led by the Chief People Officer (CPO), provides human resources (HR) functions for the Department of Climate Change, Energy, the Environment and Water (the department) with a clear focus on the department’s most valued asset, its staff.
Alongside contemporary HR functions, projects and strategies People Division is also responsible for:

- enhancing the department’s focus on safety
- enterprise bargaining
- cultural and change management
- the department’s response to Australian Public Service (APS) reforms.

The Professional, Ethical Standards and Security Branch is responsible for:

- Professional and Ethical Standards
- Personnel, Information and Capability Security
- Enterprise Change Management functions
- The department’s Sustainability Taskforce.

Professional and Ethical Standards sets the integrity policy framework for the department, and works to prevent, detect, and respond to internal fraud, corruption and misconduct, liaising closely with internal stakeholders to build a pro-integrity culture through positive workplace values and behaviours.

The Professional and Ethical Standards Operations Section is comprised of two teams:

- Referrals and Advisory
- Investigations, which includes management of the department’s Fraud and Corruption Control program.

**The Job**
The Professional and Ethical Standards Operations Section has multiple APS 5 level positions within the Referrals and Advisory Team and Investigations Team.

**Ethics and Standards Officer**
The Referrals and Advisory Team receives and assesses reports of suspected integrity concerns and provides advice on the department’s integrity framework, including policies and processes. The team refers serious or systemic corrupt conduct to the National Anti-Corruption Commission (NACC) and coordinates the Public Interest Disclosure (PID) scheme. The team also handles pre-employment screening, assessing and advising on potential adverse information.
As an Ethics and Standards Officer, you will:

- Conduct assessments of integrity issues, including suspected misconduct, fraud, corruption, and pre-employment screenings, making informed recommendations on outcomes.
- Provide timely, relevant advice to stakeholders, explaining the department’s process for managing integrity concerns.
- Assist with compiling data for reporting, ensuring accuracy and adherence to deadlines.
- Develop relationships with key internal stakeholders to manage integrity issues.

**Investigations Support Officer**
The Investigations Team conducts preliminary enquiries and investigations into suspected misconduct, including fraud and corruption. The team also manages the department’s Review of Action scheme and Fraud and Corruption Control Framework.
As an Investigations Support Officer, you will:

- Assist with investigations into suspected integrity issues, including fraud, corruption, and breaches of the APS Code of Conduct.
- Arrange and assist with interviews of witnesses and respondents, gathering key information.
- Support correspondence with stakeholders about conduct processes, preparing draft correspondence and briefs for decision-makers and departmental delegates.
- Engage with internal and external stakeholders, including line managers, HR functions such as work health and safety, rehabilitation, performance, and Legal teams, as well as external parties.
- Undertake record keeping and file management tasks, maintaining up-to-date records for compliance and reporting purposes, and managing secure holdings of sensitive and personal information.
- Assist with the compilation of data for reporting purposes, ensuring that all internal reporting requirements are met.

**Fraud and Corruption Control Support Officer**
The Fraud and Corruption Control function manages the department’s Fraud and Corruption Control Framework. This includes maintaining the department’s Fraud and Corruption Control Policy and Risk Assessment, monitoring fraud and corruption risks, and handling internal and external reporting. The team provides expert advice to the department on fraud and corruption risks and management strategies and manages relationships with external stakeholders.
