The goal of the Infrastructure Division is to strengthen the advice we provide to Government as it delivers its significant infrastructure pipeline and make it easier for our stakeholders to engage with DTF. Unifying financial, commercial and technical advice will position us to better address the evolving needs of Government, as well as supporting a more rigorous and innovative approach to state infrastructure; through:

- leveraging the unique position to integrate advice by combining the financial, commercial and technical aspects of infrastructure delivery
- combining resources to keep pace with growth in the Government's infrastructure program
- having clear contact points for stakeholders in departments, delivery agencies and industry
- better supporting Government and stakeholders with insights on whole of government pipeline risks and opportunities

**Data and Analytics**:
Provides data-driven analysis and whole of portfolio insights in a collaborative way to drive excellence in infrastructure delivery. This includes leading the reporting on the performance of Victoria's major infrastructure projects, enhancing internal systems for infrastructure project data collation and storage, assessing the value for money of budget bids, in-house building and publishing external facing dashboards, and forecasting and analysing system wide issues such as escalation.

**Key accountabilities**
- Undertake data analysis to uncover new insights to both individual project performance and performance at a portfolio level using tools including Tableau, Power BI, Excel.
- Support the delivery of regular Infrastructure Division oversight products, including quarterly performance reporting, as well as undertaking critical analysis to support key strategic projects within the organisation.
- Assist in providing advice to stakeholders and assisting in the preparation and presentation of reports, ministerial briefs, cabinet and agency submissions on a range of matters.
- Proactively disseminate outputs and ensure portfolio analysis is relevant to a range of Victorian State Government Departments.
- Ensure accuracy and efficiency in data and analytical processes.
- Provide a high level of focus on timely delivery of quality outcomes and reporting products.
- Work flexibly and overcome challenges, often under time pressures.

**Key Selection Criteria**
- Demonstrated skills and experience with specialist data analysis including coding, programming (Python, C++, Java), process automation (including Word to excel translation), ArcGIS, and advanced excel skills including use of Power Query etc. Using data analytics tools to create high-quality dashboards and visual outputs (Excel and Tableau are the main packages used, however skills with other packages such as PowerBI, R and SQL are also desirable).
- Demonstrated ability to work with complex (and sometimes conflicting data and evidence) to isolate key facts, analyse trends and draw implications and recommendations.
- Strong communication skills with the ability to communicate with clarity, conviction and enthusiasm.
- Ability to engage with a range of external stakeholders to support project delivery requirements.
- Strong organisational skills and good interpersonal skills, with a keen awareness of audience and ability to collaborate.
- Well-developed conceptual and analytical skills and the proven use of initiative in solving problems

**Experience and qualifications**
- A relevant qualification in Economics, Mathematics, Data / Computer Science, Project Management or Public Policy or other related discipline is an advantage.
