Working within the Public Health Division, the Principal Policy Advisor supports the State-wide Leadership team Director, providing leadership, strategic policy direction and performance planning, expertise, and outcomes management within the public health system reform.
The State-wide Leadership Team is responsible for policy leadership and priority setting, regulatory policy, strategic commissioning, and system performance and quality improvement. This team is part of the newly established system architecture pillar of the public health system reform.
The Principal Policy Advisor will work collaboratively with internal and external stakeholders to play a pivotal role in delivering the vision for Victoria's public health system reform, including a focus on trust and confidence, social determinants of health, intergenerational wellbeing, and the principles of value-based health care.
The public health system reform will build on the investments made during the pandemic to develop a resilient and sustainable public health system, with a focus on delivering outcomes that matter to all Victorians. As Local Public Health Units (LPHUs) expand their remit to deliver prevention, regulation and response functions, teams within the four pillars of the Public Health Division will partner closely with the LPHUs and other key stakeholders to create a ‘backbone' for improving Victoria's health system resilience and sustainability.
Are you
- A highly experienced policy advisor with significant expertise and/or relevant qualifications in the field of public health/ community health/ social or health system design and implementation?
- A flexible and accountable leader, with a proven track record of policy development by working collaboratively with a range of key stakeholders, particularly the Local Public Health Units (LPHUS), to deliver health policy priorities and public health outcomes over the short, medium, and longer term?
- An excellent communicator with the ability to build relationships, co-design policy and program performance outcomes, and negotiate tactfully with senior stakeholders?

Key Accountabilities
- Provide high quality business intelligence, authoritative advice and sound policy recommendations to senior management and government based on comprehensive research.
- Oversee the development of policy and initiatives that meet government and departmental objectives within resourcing, timeline, and budget parameters.
- Review and report on high priority issues, risks and trends and prepare and present comprehensive reports, ministerial briefs and cabinet and agency submissions on complex issues.
- Pro-actively build and maintain effective working relationships and facilitate the flow of information across the department and with key external stakeholders.
- Maintain an understanding of Commonwealth and State legislative and policy reform directions to influence policy development.
- Represent the department on key stakeholder committees and groups concerned with achieving government and departmental objectives, lead relevant committee and governance processes.
