About the Business Unit
Gaming and Liquor advises the Minister for Casino, Gaming and Liquor Regulation (Minister) on the development and implementation of liquor and gambling legislation and regulation, and on current and emerging gambling and liquor-related issues. It is the primary government point of reference for industry, community and government on liquor and gaming issues
About the Role
As Principal Solicitor, you will be part of the Operations and Major Licences team which is responsible for conducting all the State's gambling licensing processes under the Gambling Regulation Act 2003 on behalf of the Minister, for Public Lotteries, Gaming Machine Entitlements, Keno, Wagering and Betting, Monitoring and Pre-commitment. The licensing processes under the Act are typically complex, require significant time and resources, and must be delivered within set timeframes.
The Principal Solicitor is responsible for the provision of authoritative, expert, advice to teams within Gaming and Liquor and to senior management on a range of legal and legislation issues that have a significant organisational impact. This role includes primary responsibility for supporting the policy development and providing the relevant legislation services to deliver Gaming and Liquor's legislation program. Working closely with the policy teams, the Principal Solicitor will deliver legal policy reform through the development of legislation and subordinate legislation related to the portfolio. This includes the development of Bills of Parliament, regulations and other statutory instruments.
This role will also include providing advice on a broad range of matters relevant to Gaming and Liquor including statutory interpretation, advice on parliamentary and regulatory processes, and drafting operation and interpretation of commercial documents associated with gambling licences and commercial agreements.
About You
- Extensive experience in providing legal advice in a complex regulatory environment, and a sound knowledge of Cabinet, Parliamentary and Executive Council processes.
- Demonstrated experience in developing legislation, including preparation of Cabinet submissions, drafting instructions and associated Cabinet and Parliamentary documents and managing legislative proposals through the Cabinet and Parliamentary processes, along with knowledge of Government decision making processes.
- Demonstrated experience in drafting regulations, Executive Council documents, statutory instruments and other legal documentation.

Qualifications/Requirements
- Admission to practice as a barrister and solicitor of the Supreme Court of Victoria.
- Current practising certificate, or eligibility to hold a full practising certificate issued under the Legal Profession Uniform Law (Victoria).
