**About the role**

The Elective Surgery Reform Program is a Department of Health initiative to improve access to and outcomes of elective surgery in Victoria.

The Grampians Region Health Services Partnership (GRHSP) comprising of Grampians Health - Ballarat, Grampians Health - Horsham, Grampians Health - Stawell, Grampians Health - Edenhope, Grampians Health-Dimboola, Beaufort and Skipton Health Service, Central Highlands Rural Health, East Grampians Health Service, Maryborough District Health Service and West Wimmera Health Service will together be developing a regional plan for improving elective surgery access and outcomes for people in their communities.

We are looking for a dedicated Change & Redesign Manager who will be a key conduit between the Department of Health (the department) and HSPs, supporting the successful implementation of the Program.

The Change and Redesign Manager will be vital in identifying, driving and implementing **reform**—sustainably improving the planned surgery system, now and into the future. The Change and Redesign Manager will work collaboratively within and across HSPs to identify and drive reform opportunities and disseminate best practice.

Grampians Health - Ballarat is the fund holder for the GHSP and as such the Change & Redesign Manager will be employed through Grampians Health - Ballarat. Travelling to GHSP sites will be a necessary part of the engagement process throughout the Project.

**Key Responsibilities**
- Driving design and delivery to improve surgical models of care, including new patient pathways, aligned with the wider reform agenda (e.g. expanding same-day surgical models; and reducing average lengths of stay),
- Supporting implementation of change on the ground and acting as a key conduit,
- Providing project management, including monitoring reform implementation, identifying, and mitigating risks and identifying further reform opportunities, and
- Leading system level collaboration, to facilitate knowledge sharing and rapid improvement across health services relating to reform implementation.

**Skills and experience**
- Project management: demonstrated achievements in managing projects with multiple partners and

stakeholders; produces detailed project plans where objectives are clearly defined and action steps for

achieving them are clearly specified; capacity to synthesise project status and provide timely reports;
monitors performance against objectives and manages project risks and issues.
- Quality improvement work: experience in healthcare quality improvement including demonstrated

examples of innovation and or transformational redesign work, with a strong willingness to further develop

these skills.
- Problem solving: seeks all relevant information for problem solving; liaises with stakeholders; analyses

issues from different perspectives and draws sound inferences from information available; identifies and

proposes workable solutions to problems; implements solutions, evaluates effectiveness and adjusts

actions as required.

**Desirable**
- Experience working in a healthcare setting with a well-developed understanding of health service funding and performance requirements.
- An understanding of administration and clinical workflows as they relate to whole of hospital patient flow.
- A tertiary qualification in fields of health management or project management would be well regarded.
