They are seeking a skilled and experienced Procurement & Contracting Manager to be part of their prestigious team. As a leading provider of innovative solutions, They are working with the Royal Australian Navy (RAN) to drive success and deliver outstanding results.
Job Summary: You will play a crucial role in managing complex commercial activities within the a RAN Program. Your expertise will contribute to the design, acquisition, and support of an enhanced, integrated, and evolvable maritime communications capability. You will ensure compliance with legislation, procurement policies, processes, and procedures while providing guidance and support in procurement planning, tendering, and contract formation. This role requires a highly knowledgeable and experienced professional who can collaborate with stakeholders, develop strategies, evaluate risks, and negotiate contracts.
**Responsibilities**:
- Advise and support procurement planning, tendering, and contract formation, ensuring compliance with legislation and procurement policies.
- Generate and review complex contracting correspondence, providing high-level advice on commercially sensitive and technically complex reports, submissions, and other documents.
- Mentor and guide others on technical and commercial risk principles and performance management frameworks related to procurement and contracting activities.
- Evaluate and design effective mitigation strategies for procurement and contracting risks, contract performance, and compliance with legislative and policy frameworks.
- Drive innovative solutions and consult on complex and strategic procurement contracting issues.
- Develop Offer Definition and Improvement Activities (ODIA) and negotiation strategies.
**Qualifications and Skills**:
- NV1 Minimum and Level 3 - Advanced Practitioner SIFA skills at required at a minimum
- Proven experience in procurement and contracting management, preferably within a complex program or project environment in government and likely Defence or very similar.
- Strong knowledge of legislation, procurement policies, processes, and procedures.
- Excellent understanding of technical and commercial risk principles and performance management frameworks related to procurement and contracting activities.
- Outstanding communication and interpersonal skills, with the ability to provide high-level advice and guidance.
- Exceptional analytical and problem-solving abilities.
- Experience in developing strategies to address contracting issues and designing effective mitigation strategies.
- Familiarity with contract negotiation and offer definition processes.
- Ability to provide innovative solutions to complex procurement contracting issues.
