**About the Role**:
The Procurement Specialist, reporting to the Procurement Lead, is responsible for leading and managing end-to-end sourcing activities as well as providing expert guidance and support for the Transformation Program, particularly the Next Generation Computer-Aided Dispatch project. As the Procurement Specialist, you will play a critical role in optimising TZV’s procurement activities and ensuring seamless availability of goods and services.
This position is responsible for working on end-to-end sourcing activities, within a procurement stream, across the Transformation Program. It will require the skills necessary to identify saving opportunities to create value, competitive environments, creatively negotiate with suppliers, and generate contracts to ensure seamless availability of products and services needed to support the Transformation Programs objectives.
This role requires highly developed commercial acumen with strong negotiation skills to deliver solutions to high value or high-risk sourcing activities, as well as the ability to identify and implement process improvement opportunities that will lead to improved strategic sourcing, procurement and contract management within TZV.
Day to day responsibilities include:
- Lead and manage end-to-end sourcing activities, providing expert guidance and support to optimize TZV’s procurement processes
- Oversee sourcing events, identify cost-saving opportunities, create competitive environments, and negotiate with suppliers to ensure value for money
- Manage contracts and procurement activities, ensuring the seamless availability of goods and services required to support the Next Gen CAD project
- Demonstrate advanced commercial acumen and strong negotiation skills to handle high-value or high-risk sourcing activities
- Support the Next Gen CAD project by ensuring compliance with procurement policies, procedures, and Victorian Government Procurement Board principles, while driving process improvements in strategic sourcing and contract management
**About You**:
- Extensive experience in procurement or strategic sourcing, focusing on procurement strategy, vendor management, and contract negotiations
- Experience with, and exposure to, large-scale ICT projects
- Knowledge of, and experience with, government procurement processes
- Strong knowledge of procurement best practices, industry trends, regulations, and financial management systems, with significant experience in strategic sourcing
- Advanced negotiation skills with the ability to lead supplier negotiations and finalise contracts
- Excellent written and verbal communication skills, strong analytical abilities, organisational and project management skills, and the ability to engage with diverse stakeholders
