**Description**:
The leader of the QA function is responsible for overseeing the quality assurance function across all campuses of ICMS. The role works collaboratively in partnership with all department heads, lead academics and administrators and governing boards, as well as executive and operational managers to uphold and maintain institutional compliance with regulatory frameworks in Higher Education, VET, and CRICOS. The role monitors and develops continuous quality improvements built upon a shared culture of ‘whole of institution’ accountability for quality.
The successful appointee will be a member of the Executive Management Group and Academic Board. The level of appointment is likely to be Vice President level however, depending on experience and credentials, an appointment may be considered at Chief Quality Officer level.
Examples of Accountabilities
- Promote best practice in the educational management of multi-provider, multi-sector, multi-disciplinary academic quality in support of delivery of educational products and services
- Initiate and refine robust, coherent and evidence-based approaches to qualitative and quantitative academic quality auditing, reporting, recommendation and benchmarking
- Provide strategic, high-level quality advice to the governing bodies and other management groups
- Review, reflect and report on the consistence of implementation of academic quality systems and processes including the relevance of and adherence to academic policies and procedures at the provider and whole-of-organisation levels
- Ensure the institution maintains alignment with relevant legislative frameworks such as, RTO Standards, the Higher Education (Threshold) Standards Framework, ESOS Framework, the National Code and other Australian Government protocols
- Conduct periodic internal reviews or audits to ensure that compliance procedures are followed or investigate compliance risks
- Assess product, compliance, or operational risks and develop risk management strategies
- Disseminate written policies and procedures related to compliance activities
- Act as a driver of high performing, constructive culture by example as a leader and through all departments across the institution as a whole
- Convene the Appeals Committee and ensure investigation is impartial, thorough, and timely

- Ability to interpret and internally communicate the changing landscape of regulatory and legal matters clearly and succinctly - facilitating a ‘whole of institution’ capability and approach to quality
- Strong personal drive and self-motivation
- Ability to communicate (written and verbally) in a manner that ensures Domain owners and other relevant stakeholders, remain suitably informed
- Excellent project management skills with proven ability to work and collaborate with other department heads and teams
- Experience and qualification pertinent to higher education and/or educational management
- In-depth legislative understanding in both a vocational and higher education environment
- Experience meeting academic quality standards in a complex education sector organisation, dealing with executive and senior managers across all organisational units
- Sustained experience in academic policy interpretation, evaluation and improvement, including the facilitation of individual understanding and collective engagement with quality initiatives by academics, managers and administrators in both Higher Education and VET contexts
- Demonstrated exceptional relationship management skills, including development and maintenance of professional networks and effective working relationships with a range of senior and executive stakeholders
- Sound knowledge and experience of all aspects of quality management systems for higher education and training provision (e.g. learning & teaching, and student support services) and the ability to assess overall quality systems and develop a program of improvement
- Superior research, investigative, conceptual and analytical skills, including expertise to resolve complex issues
- Demonstrated commitment to teamwork and the construction of a supportive, collaborative work environment with the ability to lead, inspire, coach and develop employees
- Ability to influence and encourage the adoption of a ‘whole of institution’ approach to quality assurance and accreditation
- Ability to display conduct and behaviour which is above the line and in accordance with the organisations culture
