The Department of Justice and Community Safety (the department) is seeking an Intelligence Practice Lead to provide a critical role at the Corrections Victoria Intelligence Unit.
About the business unit
Corrections Victoria Intelligence Service (CVIS) is the overarching intelligence service for Corrections Victoria (CV) and its stakeholders. The CVIS is comprised of the primary intelligence unit known as the Corrections Victoria Intelligence Unit (CVIU), and localised prison intelligence units located at the public and private prison facilities in Victoria.
About the role
The position of Intelligence Practice Lead is within the CVIU and has a primary role of leading the development and implementation of appropriate governance, intelligence frameworks and systems to improve the performance of intelligence services in Youth Justice. This position is responsible for providing high level strategic advice to Intelligence Manager. To be successful, you will be a strategic thinker with experience overseeing projects and keeping yourself and others accountable for delivery.
The Intelligence Practice Lead is expected to continuously seek ways to improve intelligence services and be committed to delivering high quality outcomes. This position is required to establish and manage effective relationships with people at all levels and build trust through consistent actions, values and communication.
The role location is flexible between CVIU headquarters at Statewide Services Building in Ravenhall, 50 Franklin Street Melbourne and Youth Justice facilities. There may be a requirement to attend other locations.
**Some of your duties will include**:
- Provide high level strategic advice to the Intelligence Manager, manage and lead the development and implementation of leading-edge intelligence practices, policies and procedures to improve the performance of intelligence services in Youth Justice.
- Manage and lead the delivery of projects from concept design, development, transition and implementation including the preparation of complex reports, briefings and presentations to influence senior stakeholders to achieve project objectives.
- Build and maintain effective relationships with key internal and external stakeholders to create mutually beneficial partnerships to support outcomes on performance and continuous improvement.
- Conduct reviews, undertake research, and prepare complex reports, assessments and procedures relevant to the CVIS as directed.
- Identify and analyse trends and risks on performance outcomes and implement quality improvement strategies and recommendations to resolve performance issues.
- Assist the Intelligence Manager, lead and manage Youth Justice intelligence operations, including the recruitment, supervision, training and development of intelligence staff.

About you
**To be successful in this role, you will have**:
- Knowledge of the Youth Justice correctional system and key issues impacting the system (desirable).
- Plan, monitor and manage projects within a legislative framework to time and budget (desirable).
- Ability to develop systems and analyse data from a range of sources to evaluate and improve service delivery (desirable).
**Qualifications**:
- An existing Negative Vetting Level 1 Security Clearance, otherwise one must be obtained within 12 months of employment.
- Australian Citizenship (highly desirable).
- Relevant tertiary qualifications or thematic knowledge.
- Working knowledge of the Centurion Intelligence System, Ejustice, PIMS, Microsoft Office and the Prisoner Telephone System (desirable).
