**About us**
The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.

The Victorian Government Library Service (VGLS) provides library services to eligible client Departments and Agencies of the Victorian Public Service. The VGLS service offering includes research, training, subscriptions management, cataloguing and legal deposit, and lending services including interlibrary loans and reciprocal borrowing.

**About the role**

The Subscriptions Librarian sits within the Collections and Technology team, and is responsible for managing Victorian Government Library Service (VGLS) subscriptions for eligible ACLS client departments and agencies. This includes Whole of Victorian Government, multi
- and individual department subscriptions to electronic journal and eBook packages, and online database subscriptions for client departments and agencies. All VGLS staff also work a portion of each week from home as part of DGS's Hybrid and Flexible working arrangements. This role is currently based at the Knowledge Resource Centre in Werribee, though some travel between sites is required.

**About you**

To be considered for the role, you must be able to demonstrate:

- An approved degree or diploma conferring eligibility for professional membership of the Australian Library and Information Association (ALIA), combined with extensive demonstrated experience and expertise in library serials and subscription management with a focus on end-user access and compliance with licence agreements.
- Demonstrated experience in the evaluation, implementation and licensing of digital information resources, and associated procurement requirements:

- knowledge of the library subscription procurement category, including market options, vendor liaison, vendor administration websites, collection curation, and data analytics to ensure consistent and efficient licencing arrangements;
- licensing and copyright skills, including specialist knowledge on clauses to protect the licensee and ensure resources are purchased correctly (for example, to include perpetual access rights, amend definition of Authorised Users appropriately, ensure WoVG licensing, Privacy rights, Inter-library loan allowance, fair use, copyright, termination and renewal etc);
- content, context and licensing within Victorian Government procurement processes;
- awareness of larger library issues (such as open access, inter-library loan clauses, fair use, perpetual ownership, etc) that further impact contract liability and risk; and,
- appreciation of the impacts of significant change occurring internationally at the publisher, technology (AI) and Government levels.
- Demonstrated achievement orientation, with evidence of ability to commit to goals and achieve established outcomes while displaying high levels of self-motivation, initiative and the capacity and motivation to respond to changing priorities in a dynamic work environment
- Highly developed interpersonal and communication skills with the ability to prepare professional documentation, liaising collaboratively with colleagues, vendors, clients, and industry partners to deliver excellent outcomes for Library users.
- Demonstrated strong project management skills showing successful and timely delivery of outcomes.
- Demonstrated analytical, research and problem-solving skills and the ability to identify and recommend solutions to challenging issues and improvements to current systems.

**Mandatory requirements**
- Experience working in Special, Government or Academic Libraries is essential.

**Key Accountabilities**
- Under the broad direction of the Manager - Collections and Technology Services, coordinate and manage all aspects of journal and eBook packages and online database subscriptions for the VGLS, including procurement, contract management, renewals, claims, monthly statistics and reporting, and usage analysis.
- In consultation with the Manager Collections and Technology Services, prepare annual library resource quotations for clients including the allocation of costs to ensure that sufficient funds will be available to meet subscription charges, supporting delivery of the annual Whole of Victorian Government Client funded subscription project.
- Identify opportunities to promote the VGLS publication management service to maximise the shared subscription purchasing activity for the Victorian Government, producing cost savings related to procurement activities across multiple departments leveraging better buying power, as well as improved operational efficiencies
