Contract Compliance Officer

Scope & Overall Purpose of the Job:
Reporting to the Subcontractor Manager the position will be responsible for all aspects of Contractor Road Freight Service Agreement Management. The Compliance Officer will ensure that the Global Express (Toll) Group Australian Road Freight Subcontractor Agreement, for all contractors are in place and are executed to the standard set out by Team Global Express. The position will provide support to the business by way of promoting a transparent mutually beneficial partnership between Team Global Express and the TWU as set out in the Enterprise Agreement. This must be done by ensuring all contractors that have been engaged by the business, to perform road freight tasks, have the relevant agreements in place. Furthermore, the values and the Toll single strategy must be enabled through ensuring a unified culture of safety, people, customer focus and operational excellence is in place.

Primary Duties & Responsibilities:
- Manage providers by ensuring the Global Express (Toll) Group Australian Road Freight Subcontractor Agreement is in place including the Statement Of Engagement that meet the new standards.- Act as the Relationship Manager between Team Global Express and the Contractor by way of encouraging a transparent and open communication between both parties.- Manage, monitor and review subcontractor data, ensuring it is accurate and up to date at all times- Participate in the investigation process relating to Contractor performance concerns or incidents raised by the TWU- Actively work with the Contractor to close out non-conformances within the required timeframe as a result of an Audit- Ensure Contractor services are being provided in line with all aspects of the Road Freight Service Agreement- Generate reporting and business analytics to monitor and control subcontracts adherence to the agreement- Ensure subcontractor services are being provided in line with all aspects of the Road Freight Service Agreement and Statement of Engagement, including ongoing reporting- Support subcontractor recruitment, prequalification, onboarding, and offboarding processes (including placing adverts, compliance checks, contract execution, system set-up, exit interviews)- Monitor and control subcontractor industrial instrument compliance activities, including education, remediation and reporting- Generate general subcontractor reporting and business analytics concerning subcontractor compliance, onboarding, and attrition- Support completion of subcontractor prequalification approval in Avetta- Support maintenance, accuracy and compliance of subcontractor data in Avetta- Maintain subcontractor information database- Manage, monitor and review subcontractor data, ensuring its currency and accuracy at all times including insurances and accreditations- Work with HSE assurance team and subcontractors to resolve audit outcomes- Develop relationships with Contractors to maximise effective communication between the business and the contractors- Ensure Subcontractors work to the safety and compliance expectation outlined in the Road Freight Service Agreement.- Identify Subcontractors that do not meet the agreement standards and work with the subcontractor to ensure that these standards are met.

OH&S Responsibilities:
Safe and Healthy Workplace- Follow Team Global Express and legislative health and safety requirements in line with the role’s responsibilities and Company’s Policies and Standards- Identify and report hazards, injuries, and incidents immediately following identification to direct line Manager or HSE representative- Follow reasonable instructions in both normal and emergency situations related to health and safety- Act responsibly for the safety of self and others- Wear/use designated personal protective equipment and clothing in accordance with information, instruction or training- Ensure tools and PPE and clothing are in a safe condition before use and report/fix as appropriate any defects- Undertake health and safety related actions assigned to them through appropriate channels

Communication and Consultation- Participate in health and safety improvement activities, reviews, audits, and consultation as required

Training- Participate in all mandatory training as required by the Company or as assigned by the Subcontractor Manager within a reasonable timeframe or due date of completion

Inspections and Audits- Undertake accurate audits of Subcontractor compliance records as indicated by the Subcontractor Manager
