Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders. QFES is one department with many services, many capabilities and many partners. Purpose of the role The Budget and Performance Reporting unit provides strategic budget and financial management accounting services to QFES. This includes the development of operating and capital budgets in collaboration with QFES business units, budget and performance reporting, analysis and forecasting services, budget maintenance, costing and investment analysis and assistance with funding submissions, as well as Treasury (budget) reporting activities, including budget paper preparation. Reporting to the Principal Finance Officer, you will be a key member of the team, contributing to the ongoing development, review and delivery of contemporary budget and financial management services to QFES in line with the Financial Management Practice Manual (FMPM) and best practice financial management policies and procedures. You will provide advice and support to regional senior executives and staff in relation to financial management issues and impacts to ensure QFES obligations and legislative requirements are met. You will also assist in the delivery of financial performance reporting, budget management and forecasting, and provide financial operations support to meet organisational strategic objectives. Key requirements Highly desirable requirements - Experience in financial management and/or qualifications in accounting or related disciplines. Your key accountabilities Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to: - Provide advice on financial management matters, and ensure that financial information integrity is maintained and complies with relevant legislation, standards, policies, and best practice. - Contribute to financial and business compliance, including revenue, expense, capital expenditure, taxation, and balance sheet management through interpretation and implementation of the FMPM and best practice standards. - Provide financial transaction analysis and reporting services to deliver costing and pricing, prepare annual operating and capital budgets, and forecasting of the region's financial performance and position. - Provide training and guidance to assist in the maintenance of internal controls and corporate governance to enhance the efficiency and effectiveness of financial management and reporting. - Assist with the collation of annual financial statements, stocktakes, corporate card and account reconciliations, ledger management, and financial operations support for disaster events, including assistance with third-party recovery claims to meet service delivery requirements. - Assist in the research and preparation of reports, submissions and briefings on financial management issues and impacts, including appropriate response, in accordance with departmental requirements. - Liaise and maintain effective working relationships with internal and external stakeholders to ensure the effective delivery of finance services and governance, and timely resolution of issues is achieved. - Participate in projects on a range of initiatives, and/or provide recommendations for continuous improvement to ensure outcomes are delivered within agreed timeframes and meet business needs.
