About the role
The Parliament of Victoria comprises the Legislative Assembly, the Legislative Council and the Governor of Victoria and, has been at the centre of Victoria's system of representative and responsible government since 1856.
The Parliament of Victoria is supported by three independent departments, the Department of the Legislative Assembly, the Department of the Legislative Council and the Department of Parliamentary Services.
The Clerk of the Legislative Council is responsible for accurate and timely advice to the President, Members and stakeholders on complex matters of parliamentary law, practice and procedure, which underpin sittings of the House and parliamentary committees.
The Clerk is the head of the Department of the Legislative Council. In the capacity of Department Head, the Clerk provides strategic leadership, direction and oversight to the Department, Parliamentary Officers, and Members of the Legislative Council.
The Clerk is the employer and accountable officer of the Department and is statutorily responsible to the President for the efficient, effective and economical management of the Department of the Legislative Council.
In addition to performing the functions of a Department Head, the Clerk of the Legislative Council provides:
- lawful, procedurally accurate and timely apolitical advice to the President and all Members of the Legislative Council in relation to the conduct of parliamentary sittings and proceedings of the House and its committees.
- executive leadership and direction to the Department of the Legislative Council, ensuring employment, financial, integrity, constitutional and other statutory obligations are performed to the highest standard.
- support and expertise to broader governance groups that underpin the effective and efficient administration of Parliament.
The development of strong working relationships with government sector and the parliamentary community is key to the role of the Clerk of the Legislative Council to enhance the effective functioning and reputation of the Parliament of Victoria.
The total remuneration package is fixed by the Governor in Council and is comparable to SES2-3.
About you
**You will have**:
- Demonstrated expertise in Parliamentary law, practice and procedure as well as a strong understanding of relevant Victorian legislative frameworks
- Demonstrated experience in strategic leadership roles in complex, high performing and politically sensitive environments
- Demonstrated ability to work in a demanding, highly confidential and time pressured environment and evidence of a collaborative and inclusive approach to contribute as a member of an executive team that models behaviours that engage, motivate, and inspire employees
