**About the Opportunity**
- We are seeking a Asset & Design Engineer to join our Engineering team. The role would see the successful applicant provide timely, effective, and appropriate advice on infrastructure asset strategy, asset management planning, condition assessment and optimal intervention strategies to ensure the long-term value, safety and function of assets are retained. The position would require the successful applicant to prepare designs and cost estimations for capital projects listed in the One Year Operational Plan and Four-Year Delivery Plan as well as any projects which are created throughout the operational year. The role would also see the successful applicant create and sustain a culture of continual improvement, innovation and efficiency in the provision and maintenance of asset management services to the community.
To undertake this position, the following responsibilities and duties are entailed as follows:
- Plan the renewal and maintenance investments needed to optimally manage the civil infrastructure assets, community buildings and other facilities of Council.
- Develop rolling four year works programs based on current condition assessment data and engage with the Elected Council on priorities.
- Develop an inspection program for stormwater and civil works infrastructure to enable Council to effectively control stormwater flows, manage floods and improve overall water quality. Recommend strategies to optimise the retention and re-use of water within existing catchments.
- Develop an inspection program for parks, sportsgrounds, playgrounds and associated facilities to facilitate an evidence base upon which to develop optimal asset renewal and maintenance programs.
- Consider the implications of increased housing density on community infrastructure needs and provide input to s7.11 and s7.12 contribution plan works schedules.
- Provide technical advice on infrastructure asset planning to senior management and Council.
- Lead, develop and implement asset management strategies and plans that deliver outcomes contained in the Community Strategic Plan Strathfield 2035, Delivery Program and Operational Plans.
- Influence relationships with relevant stakeholders and organisations to achieve strategic outcomes along with legislative and regulatory change.
- Provide advice, develop and maintain Council’s plans, policies, guidelines, standard drawings, technical specifications and development conditions.
- Prepare designs and supporting documentation throughout each phase of design development to a high standard and agreed timeframes that appropriately and satisfactorily addresses all project and site needs, objectives, risks and issues and design to meet all relevant standards, codes and legislative (or similar) requirements. Designs are to be supported by detailed costings and documentation that provides evidence of these considerations and allows for transparency in design decision making.
- Undertake field surveys to develop engineering design plans.
- Carry out field assessments, inspections, asset identification and marking, and data collection activities onsite including road pavement area.
- Undertake the capitalisation for assets, ensuring accurate and timely recording of asset values in accordance with Council’s standards and policies.
- Provide effective and efficient customer service in all aspects.
**About you**
- Accredited Tertiary qualifications in Civil Engineering
- Current NSW ‘C’ Class Driver’s Licence
- Current WHS General Induction Certificate (White Card)
- Demonstrated ability to arrange & oversee civil infrastructure condition assessment, data analysis and modelling within local government.
- Demonstrated understanding in asset planning and management principles and relevant systems and instruments.
- Proven ability to advise and influence the actions of a diverse group of professionals across Council.
