About Us
Located within the Investment and Technology Group, the Commercial Transactions Division operates as a centre of excellence for the Department on commercial tenders, negotiations, management and advisory services.
Our portfolio of transaction and commercial advisory projects includes train, tram, bus, road/rail maintenance contracting and re-tendering, media rights and ticketing. Planning for the retendering of expiring contracts and design of new contracts is critical to drive improved commercial outcomes across the transport portfolio.
Delivering the best policy and value for money outcomes for the State can only be achieved through robust planning, strategic thinking and well-run competitive transaction processes.
The Commercial Transactions Division works closely and collaboratively with policy, commercial advisory and operational areas throughout the contracting lifecycle to develop the commercial strategy, pre-procurement and procurement activities, including contract negotiation and transition management.
About the Role
The Future Public Transport Ticketing (PTT) project seeks to plan and procure the State's future public transport ticketing solution and services and oversee transition to the implementation phase (which will be managed as a separate project).
The PTT Transition Strategy Lead role will lead a dedicated project workstream and report to the PTT Project Director. Reporting to the PTT Project Director, this role will be required to deliver the transition approach for the future ticketing contract and actively prepare the delivery of the transition to a new contract and solution from an operator and from a customer perspective.
Key elements of the role include providing authoritative technical, commercial and policy advice, engaging with and influencing senior executives across DoT, managing engagement with external stakeholders and consultants, and ensuring timely delivery of the transitions occurring in the project.
The successful applicant will have proven experience in establishing and leading multi-disciplinary teams to develop technical system requirements, commercial strategy and procurement design for complex government IT projects, ideally in public transport ticketing.
Key Accountabilities
1. Planning and Delivery
- Delivering a concept of operations for the future ticketing solution and actively prepared the delivery of the new contract from an operational perspective.
- Will have led a multidisciplinary project team to deliver the operations activities for the strategic procurement enabling a finalised contract covering the re-contracting of the ticketing services as well as the implementation and operations of new ticketing technologies.
- Working in close collaboration with the broader PTT Project workstream leads and DoT as well as other stakeholders within and external to the Department of Transport and draw on the expertise of specialist advisory consultancies.
2. Leadership - Effectively leading the performance of people through strengthening capability and engagement; and championing a diverse, safe, inclusive culture aligned with the department's values.
3. Authoritative Advice - High quality, authoritative strategic and operational advice provided to Ministers, the Secretary and executive leadership to support transport portfolio objectives and respond to emerging and/or complex issues.
4. Stakeholder Management - Key internal and external stakeholders have been effectually engaged and collaborative partnerships led across the government, the private sector and with the community to integrate and coordinate policy, regulation, and delivery of services.
5. Organisational and Government Change - Leading and contributing to government and organisational reforms including the assessment of the quality and effectiveness of change initiatives and organisational improvements.6. Resource Management - Departmental policies and governance frameworks have been complied with, budgets are met, and fit for purpose workforce plans delivered.
