**About the Role**

Reporting to the Executive Director for Finance and Commercial, Rolling Stock Development (RSD) Division, the Contract and Commercial Manager is responsible leading the development and implementation of procurement methodologies and commercial frameworks for high value, complex rolling stock procurements and will also lead complex commercial negotiations with supplier and franchisees.

**POSITION OUTCOMES**
- Successful delivery of major and highly complex rolling stock projects to agreed scope, time, quality and budget and ensuring project outcomes achieve RSD safety, operational and commercial objectives.
- Lead the development and provision of consistent and high quality commercial policy and procurement advice across the highly complex rolling stock projects.
- Negotiate and liaise with key stakeholders on project-wide commercial issues.
- Provide authoritative, pragmatic advice across projects to support consistent advice from the commercial team across the delivery phase of the project.

**KEY SELECTION CRITERIA**

**Technical Capabilities**
- Thorough understanding of rolling stock market, suppliers and products
- Exceptional commercial and business acumen, demonstrated through significant understanding of commercial, financial, policy and related issues associated with major infrastructure projects. Current experience with Public Private Partnerships (PPPs) and the rolling stock industry will be highly regarded.
- Thorough understanding of commercial and financial issues during the delivery phase of a project. Current experience with Public Private Partnerships (PPPs) and the rolling stock industry will be highly regarded.
- Excellent verbal and written communication skills with a demonstrated capacity to provide clear, authoritative and effective advice to senior government decision makers on complex issues in a politically sensitive arena.

- Proven ability to effectively operate in a complex, demanding and high-risk environment with a high degree of sensitivity and responsibility overseeing numerous projects.
- Demonstrated outstanding interpersonal acumen, with the ability to negotiate, and influence at a senior level and maintain healthy stakeholder relationships.
- Ability to lead and direct a multidiscipline team to enable successful project delivery.
- Demonstrated ability to build and maintain collaborative relationships with organisations in the context of project delivery with RSD.

**QUALIFICATIONS AND EXPERIENCE**

**Desirable**

Must possess a relevant tertiary qualification in Commerce, Economics, Engineering, Finance, Project Management or other discipline relevant to complex, high value procurement and project management.
