Property Utilisation Specialist

**The organisation**:
The Uniting Church in Australia (the Church) is a large uniquely Australian Christian denomination in Australia with heritage from historical reformed evangelical denominations. In Queensland, the Uniting Church has around 250 congregations and has early childhood, schools, colleges and large community services (such as UnitingCare Queensland and Wesley Mission Queensland).

**Position purpose**:
The purpose of this role is to optimise the use and management of property assets within the Synod. This includes assessing current property usage, identifying opportunities for improvement and recommending strategies to maximise the value and efficiency of property resources. The role involves coordinating with various stakeholders, supporting the organisation's goals and objectives, and having and analytical approach.

**Key responsibilities**:

- Perform detailed assessments of current property usage across all Church properties.
- Analyse utilisation data to identify underutilised or inefficiently used properties and make recommendations for repurposing, consolidation, or divestment of identified properties.
- Identify and recommend opportunities to enhance the value and functionality of Church properties that align with the Church’s mission and objectives.
- In consultation with the Property Team, assist in the development and implementation of strategies to optimise the use of Church properties.
- Establish and regularly review key performance indicators (KPIs) to measure the effectiveness of property utilisation strategies.
- Generate comprehensive reports with actionable recommendations for property improvements, presenting findings and proposals to Church leadership and relevant stakeholders.
- Work closely with Church leadership, congregation members, and external partners to ensure alignment with property utilisation goals.
- Ensure all property utilisation activities comply with relevant regulations and church policies.
- Stay up to date on industry best practices and incorporate them into property management strategies.
- Assist in the financial planning and budgeting process for property related projects, providing cost-benefit analyses for proposed property utilisation recommendations/changes.
- Ensure all documentation is accessible and up-to-date, ensuring detailed and accurate records of property utilisation, data, analysis and recommendations are kept.
- Provide training and support to Church staff and volunteers on property utilisation best practices as required.
- Promote awareness and understanding of property utilisation strategies within the Church community.
- Conduct procurement activities such as expressions of interest and manage relationships with vendors, contractors and service provides to ensure high-quality cost-effective services for property matters.
- Maintain an in-depth understanding of all culture elements and values. Embody and continually demonstrate the value-based behaviours by setting a clear clean and consistent example for others.
- Model the values of the Uniting Church in Australia, Queensland Synod in day to day work including interactions with managers, lay staff, ministry agents, clients and stakeholders.
- Compliance with Queensland Synod policies, procedures and relevant legislation.
- Comply with Health and Safety directions and Public Health directions.
- Undertake other duties as and when directed within the scope of the role and the capabilities of the incumbent.

**Key performance indicators**:

- Deliver outstanding customer service to congregation and presbytery contacts, ensuring timely and effective communication as per agreed response timeframes and customer service satisfaction rates.
- Deliver high quality advice on property matters to internal and external customers.
- Foster effective teamwork through collaboration and support to colleagues, by actively sharing knowledge, confidently contributing to team discussions and activities, and providing constructive feedback.
- Detailed assessments of all Church properties are complete annually.
- Optimisation strategies are developed for identified underutilised properties within the agreed timeframes.
- Opportunities for enhancement to property value and functionality are identified as per the agreed quantity on an annual basis.
- Comprehensive reports with actionable recommendations are delivered within agreed timeframes.
- Cost-benefit Analysis is provided for each proposed property recommendation, within the agreed accuracy levels for financial projections.
