**The organisation**:
The Uniting Church in Australia (the Church) is a large uniquely Australian Christian denomination in Australia with heritage from historical reformed evangelical denominations. **Position purpose**:
The purpose of this role is to provide assistance to key internal and external stakeholders and complete the full range of activities associated with the successful delivery of a complex payroll. This position will also provide human resource services for employees and ministry agents, such as placement administration, on-boarding and stipend/remuneration/allowance advice ensuring compliance with relevant legislation, policy and church regulations.

**Key responsibilities**:

- Process end to end monthly and fortnightly pays as required, to ensure that all staff and ministry agents are paid in accordance with contracts of employment/terms of placement, relevant Awards and other industrial instruments, ministry agent stipend notice, fringe benefits procedure and organisational policy and legislative requirements.
- Manage, maintain, and create user access, data governance, Payroll and HR Systems.
- Provide specialist advice on payroll matters including stipend; ministerial fringe benefits; leave entitlements under the National Employment Standards; leave eligibility and manual calculations required for ministry agents; and capacity to interpret requests from internal and external stakeholders while always maintaining confidentiality and discretion.
- Complete reconciliations for payroll and liaise with and prepare reports and returns for key stakeholders including accountants, line managers, the ATO, congregations, superannuation and insurance companies, WorkCover and The Department of Human Services as required to fulfil the Synod’s obligations.
- Provide human resource administration support to Payroll Manager, including preparation and distribution of various documentation relating to engagement, maintenance of personnel records, monitoring of leave entitlements, probity checks, probationary periods and end of contract dates, redundancy calculations etc.
- Liaise with the Finance team and provide assistance for the annual external audit process.
- Model the values of the Uniting Church in Australia, Queensland Synod in day-to-day work including interactions with managers, lay staff, ministry agents, clients and stakeholders.
- Compliance with Queensland Synod policies, procedures and relevant legislation.
- Comply with Health and Safety directions and Public Health directions.
- Undertake other duties as and when directed within the scope of the role and the capabilities of the incumbent.

**Key performance indicators**:

- Stipend and fortnightly payments are submitted on-time as per the payroll calendar.
- Key relationships with stakeholders improve the confidence in how our people are paid. This perception should be backed up by the accuracy of processing and a focus on continuous improvement.
- Comply with delegations of the Office of Synod where delegations have been permanently or temporarily assigned to the position.
- Maintain alignment with the Office of Synod purpose, culture and values (values referenced under additional requirements).

**Selection criteria**:
Qualifications:

- Diploma in Payroll Services or similar.
- Diploma in Human Resource is an advantage.

Experience and skills:

- Demonstrated significant experience in human resource administration including experience in processing a complex payroll, with exposure to multiple awards and other industrial instruments.
- Proven ability in interpreting and providing advice as it applies to payroll, conditions of employment, leave, allowances and other entitlements, recruitment and termination practices.
- Proven ability to organise meetings; prepare and distribute agendas, minutes and other materials with a high attention to detail.
- Strong numeracy skills and understanding of basic accounting principles for reporting.
- Demonstrated experience in, or capacity to interpret
