Procurement Specialist

The Department for Education is seeking a detail-oriented and proactive Procurement Officer to join their team within the Office of the Chief Operating Officer. Reporting to the Procurement Manager, this role would be on a temporary basis for 12 months at ASO5 level within the Procurement, Contracting and Transport directorate.
About the Role:
In this role, you will provide procurement advice and support to various business units, local education offices, schools, and preschools. Your primary responsibility will be to manage procurement projects, ensuring compliance with our Procurement Framework and Treasurer's Instruction 18 while achieving excellent procurement outcomes.
Key Responsibilities:
- Advice & Support: Deliver procurement advice and analysis to meet customer requirements, ensuring timely and compliant acquisition of goods and services.
- Tender Management: Coordinate tender evaluation, renewal processes, and liaise with stakeholders. Ensure all documentation for renewals or tenders is complete and accurate.
- Contract Management: Maintain and audit contracts, monitor variations and service failures, and ensure all records are up to date.
- Strategy & Policy Development: Contribute to the development and review of procurement strategies, policies, and processes. Identify and mitigate procurement and contract risks.
- Negotiations: Facilitate negotiations with service providers and stakeholders, aiming for value for money and effective contractual arrangements.
- Compliance: Ensure procurement and contracting activities comply with relevant regulations and departmental guidelines.
Key Competencies:
- Project Coordination: Proven ability to manage multiple procurement projects, develop acquisition plans, and create tender packages in compliance with government requirements.
- Independent Decision-Making: Demonstrated experience working under limited direction, applying initiative and judgement to resolve issues and support procurement operations.
- Value for Money: Experience in advising on and implementing value-for-money procurement practices and strategies.
- Regulatory Knowledge: Well-developed knowledge of Treasurer's Instruction 18 and procurement processes.
- Stakeholder Management: Effective at building and maintaining relationships with internal and external stakeholders.
