Aspect Personnel is collaborating with La Trobe City Council to find a Lead Statutory Planning Specialist for a permanent position.

This role involves overseeing a team of Statutory Planners, from senior professionals to entry-level graduates. The successful candidate will have the chance to assume the coordinator responsibilities during periods of absence. You will provide guidance to two Band 6 planners and occasionally mentor Band 5 planners. Your work will encompass a diverse range of intricate planning applications, including subdivisions, residential, commercial, industrial, mixed-use developments, multi-unit dwellings, change of use projects, and private school applications. Opportunities to represent the council at VCAT will also be available. A proactive mindset, strong dedication to work, and collaborative skills are crucial.

  • Position: Lead Statutory Planning Specialist Band 7
  • Employment Type: Permanent - hybrid working model (3 days in the office)
  • Salary Range: $113,565 - $130,000 (including Super)

ORGANIZATIONAL STRUCTURE

KEY RESPONSIBILITIES

  • Evaluate priority planning applications efficiently, ensuring compliance with relevant Acts and policies. Develop and assess development plans, complex planning applications, land information planning certificates, customer inquiries, and other planning-related tasks with professionalism. Ensure a precise, efficient, and customer-centric development approvals process for planning, development plans, subdivisions, and liquor license applications, adhering to relevant Acts and policies while providing accurate guidance to citizens. Contribute to improving the development approvals process by meeting performance standards, embracing continuous improvement, and delivering exceptional customer service.
  • Exhibit problem-solving and policy development capabilities using technical expertise related to planning, subdivision, and liquor licensing matters. Make informed decisions on all matters within the scope of the position's responsibilities, ensuring compliance with delegated authority, legislative requirements, established planning and corporate strategies, policies, or recognized standards. Aim to resolve disputes, issues, or concerns arising from the development approvals process through effective negotiation and ensure they are addressed in a coordinated manner.
  • Possess a comprehensive understanding of relevant legislation affecting planning, liquor licenses, development plans, development contribution plans, subdivisions, and various related Acts. Demonstrate personal characteristics of being a team player with a broad vision, contributing value through both individual work and the efforts of staff within the area of corporate responsibility. Show the ability to find solutions to new situations using technical expertise. Stay informed about technological advancements and, in consultation with staff, advocate for the adoption of technology that can enhance customer service, productivity, and quality.
  • Effectively manage time, set priorities, and possess people management skills, planning and organizing your own work. This position requires meeting objectives within time constraints, managing conflicting demands, and adhering to budgetary limits. Demonstrate the ability to comply with budgets, policies, and procedures. Contribute to the team's outputs to align with overall Council objectives, priorities, and team service standards.
  • Exhibit outstanding interpersonal skills to ensure a high standard of customer service and public relations. Collaborate and negotiate effectively with staff from various departments and disciplines to develop solutions and strategies supported by those staff. Under the direction of the Coordinator of Statutory Planning, represent the Council at panel hearings and hearings of the Victorian Civil and Administrative Tribunal as required. Maintain effective and cooperative communication with community organizations, businesses, neighboring councils, and other government authorities and departments.

Qualifications and Experience:
