Global Health Program Manager

The Royal Australasian College of Surgeons is a leading advocate for surgical standards, professionalism, and education in Australia and New Zealand. The organization represents more than 8,600 surgeons and 1,300 surgical trainees and Specialist International Medical Graduates.

RACS supports healthcare and surgical education in the Asia-Pacific region and funds significant research. There are nine surgical specialties in Australasia: Cardiothoracic Surgery, General Surgery, Neurosurgery, Orthopaedic Surgery, Otolaryngology Head and Neck Surgery, Paediatric Surgery, Plastic and Reconstructive Surgery, Urology, and Vascular Surgery.

Our Global Health Program focuses on strengthening health systems and building capacity to improve health outcomes. We work across 15 countries in the Indo-Pacific Region with the support of multiple institutional and philanthropic donors.

Job Description:
  • Lead the development of strategic planning and delivery of the Global Health program's strategic priorities in line with global best practice.
  • Oversee all program design, implementation, and evaluation across all RACS Global Health activities, guiding program development in line with best practice in capacity building and compliance with relevant regulations and contract requirements.
  • Manage staff to ensure efficient and effective program systems that lead to high-quality and compliant ANCP program submissions, and take corrective action to ensure compliance and a positive reputation with DFAT and other key donors.

Key Responsibilities:

Strategic Planning and Business Development:
  • Develop strategic plans and execute the Global Health program's strategic priorities.
Program Planning and Delivery:
  • Design, implement, and evaluate programs across all RACS Global Health activities.
  • Guide program development in line with best practice in capacity building and compliance with relevant regulations and contract requirements.
Staff Support and Supervision:
  • Manage staff to ensure efficient and effective program systems.
  • Take corrective action to ensure compliance and a positive reputation with DFAT and other key donors.
Financial and Contract Management:
  • Oversee financial and contract management activities for the RACS Global Health program.
Monitoring and Evaluation:
  • Support the development of Monitoring & Evaluation tools and systems to continuously improve the quality of services provided and outcomes achieved.
Relationship Management:
  • Collaborate with the RACS executive to develop and extend key relationships with Government partners, regional and national partners, and donors at all levels of project implementation.
Required Skills and Qualifications:

Education:

  • Graduate and post-graduate qualifications in a relevant discipline.

Experience:

  • Significant experience in effective health development planning and/or delivery in low and middle-income countries.
  • Extensive management experience with demonstrable ability to lead a team of technical and service staff overseeing large and complex programs.

Skills:

  • Strong understanding of contemporary practice in global health program planning and delivery.
  • Appreciation of current and future challenges.
