Procurement Specialist

We're seeking a skilled Procurement Specialist to join our team. As a key member of our procurement department, you will be responsible for leading or assisting in the drafting of initial tender packages, developing BOQs for pricing sheets, and compiling key contract documents.

You will participate in tender recap reviews and scope compliance verification, perform quantity take-offs and track changes between 30% to IFC level designs, review vendor product/equipment data for compliance to procurement specification, and lead or assist in writing award recommendations, limit of liability/liquidated damages requests, and risk mitigation plans.

Additionally, you will prepare subcontract/supply agreements and coordinate TCs/scope of works reviews, assist with setting up procurement trackers/log, compile and maintain a repository of scopes of works and update with input from project execution teams, track scope adders from operations teams throughout the construction phase of a project and compile performance ratings to advise the bidders list.

You will also assist the Estimating department in updating the bidders list with performance rating information and new vendors/subtrades, and compile and track historical data for each major vendor/subcontractor contract (award value, agreed liquidated damages, warranty periods, securities, daily delay costs, etc.).

Required Skills and Qualifications:
  • Bachelor's degree or diploma in related discipline or trade experience or equivalent.
  • 3-5 years of progressive experience in construction cost estimating, procurement, or related field experience is preferred.
  • Successfully awarded supply/subcontract agreements valued at up to $10 million.
  • Experience with freight forwarders/logistics is an asset.
  • General construction knowledge; understands specifications, drawings, materials, and methods/procedures.
  • Familiar with different delivery methods: hard bid, guaranteed maximum price (GMP), unit price, design-build, target prices, and cost reimbursable.
  • Introductory knowledge of key principles involved in bid preparation, including quantity takeoff procedures and systems, subtrade partner procurement, interdepartmental functions, pricing, and compensation models.
  • Ability to establish and maintain working relationships with stakeholders, including the ability to solicit subtrade partners and suppliers.
  • Working knowledge of estimating software and Microsoft Office Suite, with a strong aptitude for adopting new technology.
