Job Description

Disaster Relief Australia is seeking a highly skilled and experienced professional to fill the role of Disaster Intelligence Services Manager. This is a full-time position responsible for providing comprehensive leadership to Disaster Relief Australia's Disaster Intelligence Services, including the Aerial Damage Assessment Team (ADAT), Geospatial Intelligence Services (GIS), and the overall disaster intelligence capability.

Key Responsibilities
  • Leadership and Management
    • Recruit, retain, and manage volunteer team members, including Senior Base Pilots, GIS Analysts, and Image Analysts.
    • Procure and maintain equipment, manage relevant software, and reporting systems.
  • Operational Deployments
    • Oversee operational deployments, ensuring the seamless deployment of field teams, and the efficient and effective creation of intelligence packs by remotely based teams.
  • Disaster Intelligence Development
    • Continuous development and ongoing growth of Disaster Intelligence Services for Disaster Relief Australia.
  • Remote Pilots and GIS/Technical Teams
    • Oversee the recruitment, onboarding, training, and ongoing management of identified Remote Pilots.
    • Manage and support Disaster Relief Australia's GIS and technical teams.
  • Intelligence Products and Reporting
    • Responsible for the ongoing development of intelligence products for use with operational planning by Field Operations.
    • Responsible for the oversight and production of all information and damage assessment reports.
  • Training and Partnerships
    • Coordinate external training with partner Registered Training Organisations (RTOs), and internal training with identified subject matter experts.
    • Seek out, identify, and establish partnerships with commercial partners, to provide training, equipment, and systems for both Disaster Relief Australia and the ADAT.
  • Safety and Compliance
    • Ensure an effective safety culture in the ADAT, reflecting the importance of safety in all activities.
    • Collaborate and support Disaster Relief Australia's Chief Remote Pilot, providing assistance, and assume delegated responsibilities under the ReOC (Remote Operators Certificate) and Remotely Piloted Aircraft Systems (RPAS) Operations Manual.
  • Reporting and Administration
    • Undertake regular reporting on ADAT, intelligence, and GIS activity.
    • Adhere to all Disaster Relief Australia policies and procedures and the Disaster Relief Australia Code of Ethics & Conduct.
Requirements
  • Experience
    • High level of experience in the use of geospatial information systems, including various GIS programs.
    • Experience initiating, developing, managing, and expanding successful projects and programs.
    • Leadership positions in Defence, Emergency Services, or Aviation sector.
    • Experience in the emergency management sector.
    • Training development and implementation.
    • Risk management and the implementation of safety systems.
