Job Title: Manager, Disaster Intelligence Services

Job Summary:

Disaster Relief Australia (DRA) is seeking a highly skilled and experienced Manager, Disaster Intelligence Services to lead our Disaster Intelligence Services (DIS) team. The successful candidate will be responsible for providing comprehensive leadership to the DIS team, including the Aerial Damage Assessment Team (ADAT), Geospatial Intelligence Services (GIS), and the overall disaster intelligence capability.

Key Responsibilities:

  • Leadership and Management: Provide strategic leadership and direction to the DIS team, ensuring the effective delivery of disaster intelligence services.
  • Disaster Intelligence Strategy: Develop and implement DRA's disaster intelligence strategy, including the management of the ADAT capability and the development of intelligence products for use with operational planning.
  • Volunteer Management: Recruit, retain, and manage volunteer team members, including Senior Base Pilots, GIS Analysts, and Image Analysts.
  • Equipment and Software Management: Procure and maintain equipment, manage relevant software and reporting systems, and ensure compliance with regulatory requirements.
  • Training and Development: Coordinate training delivered by partner Registered Training Organisations (RTO), particularly for those pursuing Civil Aviation Safety Authority (CASA) Remote Pilots Licence accreditation.
  • Safety Culture: Foster a strong safety culture in line with the aviation sector's standards, ensuring the effective management of risk and the implementation of safety systems.
  • Partnerships and Collaborations: Seek out, identify, and establish partnerships with commercial partners to provide training, equipment, and systems for both DRA and the ADAT.
  • Reporting and Compliance: Undertake regular reporting on ADAT, intelligence, and GIS activity, and ensure adherence to all DRA policies and procedures and the DRA Code of Ethics & Conduct.

Requirements:

  • Leadership Experience: Proven leadership experience in the emergency management sector, with a strong track record of delivering results in a dynamic environment.
  • Technical Skills: High level of experience in the use of geospatial information systems, including various GIS programs, and a strong understanding of RPAS/mapping software.
  • Business Acumen: Strong business acumen, with the ability to manage budgets and financial resources effectively.
  • Communication and Interpersonal Skills: Excellent communication and interpersonal skills, with the ability to build strong relationships with stakeholders, including volunteer team members, partners, and DRA staff.
  • Problem-Solving and Analytical Skills: Highly evolved problem-solving and analytical skills, with the ability to make critical decisions under pressure.
