The Finance organization within the Aerojet Rocketdyne (AR) Segment seeks an experienced Program Controls Sr. Manager to drive segment program performance and execution excellence.

This role will work out of our Melbourne, FL location. This leader will be key in establishing and integrating the newly formed Program Control Analyst function on AR's Tier 1 and DFAR programs.

This manager will partner with the Program Planning and Controls Center of Excellence team, ensuring adherence to AR System Description, establishment of program business rhythms, baselining and management of program performance measurement baselines (PMB), program execution, EV analysis and reporting.

The successful candidate will have the ability to drive/guide a program team toward best business practices utilizing standard tools and processes in alignment with industry standards and policies/procedures.

This position requires strategic vision and ability to deploy large scale projects to improve and sustain Program Controls capability across the Aerojet Rocketdyne segment.

Key Responsibilities:
  1. Lead organizational change and partner with various functional leaders to achieve organizational goals.
  2. Develop compliant program controls processes, training material and work instructions; provide guidance and consulting to high profile AR programs.
  3. Assist program teams with the development of quality, compliant program Baseline plans and prepare programs for Integrated Baseline Review (IBR).
  4. Help program teams with Comprehensive Estimate at Complete (CEAC) development.
  5. Lead continuous improvement initiatives for the Program Planning and Controls team.
  6. Bring disciplined, self-starting professionalism to lead projects to closure with minimum direction, guidance and oversight.

Maintain up to 50% business travel frequency. Ability to obtain US Security Clearance required.

Requirements:
  • Bachelor's Degree with a minimum of 12 years of prior related finance experience. Graduate Degree with a minimum of 10 years of prior related finance experience. In lieu of a degree, minimum of 16 years of prior related finance experience.
  • 6+ years EVMS expertise and knowledge of government reporting requirements including IPMDAR, IPMR, DoD EVMS SIG and NDIA EIA-748-D.
  • 2+ years experience leading program teams for large, high visibility projects.
  • 2+ years direct people leadership experience.
Preferred Skills:
  • Demonstrated experience on programs with responsibility for development and execution, including setup, baseline management, update/maintenance and CDRL deliveries.
  • Experience with program health metrics for Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) environment (e.g. DCMA 14-Point assessment; DCMA EVMS Compliance Metric (DECM) and Schedule Metric Analysis – such as BEI, CPLI, SPI, etc.).
  • Ability to lead Non-Advocated Reviews (NAR).
  • Effective leader in geographically dispersed teams.
  • Objective thinker with passion for problem solving and ability to execute challenging tasks to completion.
  • Proficient with Microsoft Project and/or Open Plan or Primavera P6, Milestones Professional and PowerPoint.
  • Agile planning, execution, and subcontractors' schedule integration experience.
