Procurement Professional

We are seeking a seasoned Procurement Professional to join our team in supporting the ongoing management of the contractual framework which supports Defence Industry support to capability development efforts to enhance land force tactical communications.

This role will be proactive in the development and coordination from strategy and planning through to approach to market and execution and implementation of procurement processes and methodologies. The successful candidate will be adept at working with multi-disciplinary teams and varied stakeholders to ensure the Commonwealth meets all capability objectives within a compliant commercial framework.

Key Responsibilities:

  • Assess supply market trends including current and future market capacity and capability;
  • Design and develop appropriate procurement methodologies and contracting options (including commercial arrangements) to deliver an optimised value-for-money outcome, mitigate risks, reduce costs of tendering to industry and the Commonwealth, minimise through-contract cost of ownership, minimise the level of management, governance, and administration, employ a collaborative approach to engaging industry, and employ contemporary performance management;
  • Develop associated requirements definitions, business cases, strategies, plans, and tender documentation;
  • Lead or assist with tendering activities, and provide expert advice to Defence during those activities;
  • Advise on and ensure compliance with probity principles within procurement processes and when engaging with industry;
  • Conduct training and educating Defence personnel in relation to procurement methodologies, contracting options and tender development;
  • Manage staff to achieve Commercial outcomes of the Project; and
  • Undertake additional work as required to support the outcomes of the Project.

Essential/Desirable Criteria:

  • Relevant qualifications and associated domain knowledge;
  • Detailed procurement methodology and contracting experience with both Government and private organisations-including direct experience with procurement activities; designing contracts; and interacting directly with industry;
  • Understanding of the content of the Defence Procurement Manual (DPM), and related guidance, and the ASDEFCON suite of tendering and contracting templates;
  • A qualified practitioner with higher degree qualifications or relevant industry experience of more than 8 years;
  • Previous Defence experience is highly desirable;
  • Extensive industry and specialty experience in Procurement and Contract Management;
  • Already have or ability to obtain a Negative Vetting 1 Security Clearance.
