Company Overview

The Major Projects Division (MPD) sits within the Commercial Group of NSW Treasury, serving as the in-house major projects and strategic transactions team for the NSW Government.

MPD provides commercial, financial, and governance advice, undertaking due diligence and complex negotiations on behalf of the Treasurer and the NSW Government.

The division is composed of three pillars: Major Projects, Strategic Transactions, and Policy. Major Projects partners with agencies to deliver capital projects, offering commercial and financial guidance on funding, financing, procurement, and delivery throughout the project lifecycle.

Strategic Transactions leads the execution of transactions, conducting financial due diligence, governance strategy, and complex commercial and contract negotiations with the public and private sectors.

Policy develops and administers policy initiatives, collaborating with other parts of Treasury and the NSW Government, including the Financial Capacity Framework, the Financial Assessment Services Scheme, Bid Cost Contributions, PPP Guidelines, and other policy imperatives.

MPD contributes to the development of infrastructure and construction sector policies, promoting consistency in government procurements.

Job Description

You will take a leading role within MPD, providing timely and expert advice and leadership across Major Projects and Strategic Transactions areas.

This position involves working extensively with other areas within Treasury, NSW government agencies, and external stakeholders.

Required Skills and Qualifications

  • Experience in infrastructure, energy transition, major projects, or project finance at a public or private sector organization, law firm, or professional services company.
  • Experience structuring, negotiating, and executing infrastructure, energy transition, or precinct development, taking a lead role in transaction management, including commercial/legal and/or financial workstreams.
  • Knowledge of various contracting/delivery models, risk allocation, and project finance.
  • Tertiary or postgraduate qualifications in engineering, commerce, finance, law, or a related discipline.
  • Approximately 5-7 years of experience demonstrating a selection of knowledge and experience across one or more of the Major Projects and/or Strategic Transactions pillars.
