Job Description

The Costing Analytics Section provides analytical support on the analysis of cost related activities in both hospital and aged care. This section works collaboratively with other teams within the agency to develop innovative methods for the analysis of cost data for public hospital services, evidence-driven national health policies, alternative healthcare funding models, aged care services, and classification systems.

The Director Costing Analytics leads a team responsible for the technical advice and analysis of components of the aged care and hospital costing datasets used for aged care and hospital funding. The team also provides support for analytics and development of pricing approaches across the agency.

Main Responsibilities:
  • Leading and managing the Costing Analytics section.
  • Managing the annual cycle of work to deliver cost advice for hospital and aged care, including residential and support at home programs.
  • Coordinating preparation of position and briefing papers around the calculation and results of costing models.
  • Representing the agency on national committees, working groups, and conferences.
  • Liaising with Australian governments and national stakeholders regarding pricing advice.

Key Requirements:

  • Demonstrated understanding of the role of costing within the agency and ABF in general.
  • Strategic and program management skills, including the development, interpretation, and application of government policies and processes in complex environments.
  • Experience in developing clear and efficient code using SAS, SQL, or Python to understand and analyze data.
  • Understanding of costing models, specifically related to pricing methods in both hospital and aged care.
  • People and leadership skills, including the ability to articulate functional objectives and operational priorities.
  • Highly developed strategic thinking, including vision, perception, and evaluation skills, and the ability to assess organizational impacts, governance, compliance, risks, and benefits.
  • Highly developed stakeholder management and communication skills, including liaison and negotiation skills.

This role requires a strong technical and analytical skillset, with high attention to detail, as well as experience in mathematical or statistical analysis and model development.

Desirable Qualifications:

  • A working knowledge of a health-related field, accounting, finance, or project management.
  • Experience in data analysis, trend reporting, activity-based costing, or hospital costing, and data collection.
