
Defence Contract Management Specialist

The role entails comprehensive defence contract management support to projects and programs, encompassing pre-contract (bid) and delivery phases. As a member of the Supply Chain Team, you will be responsible for delivering end-to-end subcontracts management services.
- Main Responsibilities:
- Design, implement, and manage subcontract management processes, including planning, sourcing, tendering, evaluation, negotiation, execution, management, and delivery.
- Perform supply chain risk assessments, undertake due diligence tasks, participate in make/buy decision-making, and provide expert knowledge in support of the capture/bid/project team.
- Engage with commercial and legal teams to determine applicable ASDEFCON head contract flow-down requirements for potential subcontracts.
- Develop project-specific special conditions and collaborate with legal on drafting subcontract templates to ensure compliance with commercial obligations.
- Assist in assessing and down-selecting subcontractors during the pre-'Win Business' phase using relevant Saab processes.
- Prepare briefings for gate reviews and coordinate contract execution according to guidance from legal counsel.
- Develop project-specific procurement strategies and plans and support project managers with drafting scope-specific RFP suites of documents.
- Provide support to other subcontract and procurement team members.
- Support project managers and project leadership with reviews, analyses, and reporting, as well as optimising established subcontracts to improve efficiency and manage spend.
- Lead RFP/Q response evaluations according to agreed criteria to achieve 'best value for money' propositions and drive efficiency and productivity for Saab and its customers.
- Lead procurement and subcontracts support to programs and projects, including new supplier assessments/evaluations, subcontracts project governance audits, providing governance support, and leading project and program audits.
- Collaborate with legal counsels to ensure contractual compliance with upstream requirements, such as insurance and AIC.
- Organise and attend periodic meetings according to contracts, e.g., CSRs, and manage scope changes, variations to Contracts, and S&Q activities in conjunction with stakeholders.
- Work closely with the Legal and Finance team on milestone payments according to Contract adjustment mechanisms and Financial Delegation of Authority, including advance payments, bank guarantees, and PPSR-related matters.

Required Skills and Qualifications:- A minimum of 5 years of experience in a subcontract management role, establishing, managing, and closing out contracts in the defence industry.
- Extensive experience using ASDEFCON contract suite, particularly demonstrated knowledge of IP, defence security, cost principles, confidentiality, liabilities, and indemnities, schedule, and termination-related clauses.
- Demonstrated knowledge of the 'end-to-end' subcontracts management process and experience in strategic delivery of complex, defence subcontracts.
- Preparation and presentation of slide decks for internal gate reviews as well as at customer reviews.
- Proven written and verbal communication skills.
- Proven commercial acumen with the ability to recognise issues and identify key risk areas.
- Proven ability to manage internal and external stakeholders and build effective relationships.
- Demonstrated knowledge and understanding of relevant contract law and proven experience providing briefings and working closely with legal counsels on contractual and operational matters.
- Working knowledge and understanding of Australian and US Government Export control processes.
- Tertiary qualifications in Commerce, Business, Supply Chain, Engineering, or a related discipline.
