Job Title: Cost Management Specialist

The role of the Cost Management Specialist is to provide expert cost control and management services to support project delivery.

Key responsibilities include:

  • Developing and implementing cost control strategies to meet client needs and align with industry best practices.
  • Designing, administering, and maintaining cost control systems and procedures to track project budgets, commitments, expenditures, and forecasts.
  • Collaborating with the Integrated Project Team to establish a robust performance measurement baseline (PMB) and support change control processes.
  • Creating project cost breakdown structures (CBS), aligning budget phasing with work breakdown structures (WBS), to accurately track and control actual costs.
  • Mapping and integrating cost estimates to WBS to set accurate project budgets against work packages, planning packages, and control accounts.
  • Ensuring adherence to NEC or FIDIC contract processes for cost data management, control, and reporting.
  • Leading accruals production to ensure accurate reflection of actual cost of work performed (ACWP) in a timely manner.
  • Providing cost information to support change processes and underpin forecasting.
  • Updating project forecasts to ensure comprehensive and aligned estimate to complete (ETC).
  • Working with the project team to set out and implement cost capture requirements, including requisitions, purchase orders, and subcontract data.

The ideal candidate will have professional experience in project controls specialising in cost engineering/control, with a detailed understanding of earned value management (EVM), progress reporting, forecasting, and performance analysis.

Required skills and qualifications include:

  • Professional project controls experience specialising in cost engineering/control.
  • Detailed understanding of EVM, progress reporting, forecasting, and performance analysis.
  • Strong communication and leadership skills.
  • Ability to influence, manage, motivate, coach, and develop a team.
  • BPSS level security clearance.
  • Membership of a relevant professional body, such as the Association for Project Management or Project Management Institute.
  • Experience leading cost control assurance activities as part of project performance cadence.
