About the Role

This position plays a pivotal role in providing expert engineering advice and collaborating across the Council to champion the growth of Townsville and deliver the Corporate Plan in consultation with the Townsville community.

The successful candidate will be accountable to the General Manager Engineering and Asset Infrastructure Planning and will focus on the needs and aspirations of the Townsville community, growing and managing customer relationships, developing a culture of customer-centricity and personal accountability, and reshaping how services are delivered to maximize value.

Key Responsibilities
  • Planning and modeling of transport networks (including roads, pathways, cycleways) to support growth in accordance with Corporate Plan objectives;
  • Identification of project scopes to upgrade the transport networks;
  • Undertaking analysis and concept design for transport network upgrades to support trunk infrastructure;
  • Providing expert professional engineering advice to the Council and its stakeholders on the impact of development proposals on the transport network, including reviewing Traffic Impact Assessment (TIA) reports prepared by consultants.
About You

We are seeking a highly skilled and experienced professional with:

  • Bachelor's degree and full membership of Engineers Australia with post-nominals MIEAust;
  • Minimum of 3 years of postgraduate experience in the civil engineering industry;
  • Knowledge of local government functions, including development assessment, strategic planning, and engineering operations;
  • Detailed knowledge of relevant codes and guidelines relating to traffic and transport planning, including Austroads guides, Transport and Main Roads Guides, relevant Australian Standards, and the Manual of Uniform Traffic Control Devices;
  • Experience in the use of computerized traffic and transport models, ideally Aimsun and SIDRA;
  • Knowledge of growth modeling;
  • Experience in the interpretation of infrastructure planning reports, including the ability to interpret and prepare technical reports;
  • Demonstrated sound interpersonal, communication, and negotiation skills and the ability to work as a member of both specialist and multidisciplinary teams, combined with the ability to establish and maintain working relationships with staff as well as external customers;
  • Demonstrated computer literacy skills, along with competent use of Microsoft Office products, especially Excel and Word, to a high level, and ideally MS Project;
  • Skills and experience with ArcGIS in an infrastructure planning context would be desirable;
  • Current Queensland 'C' Class driver's licence.
