Aspect Personnel is seeking a Lead Statutory Planning Specialist to become an integral part of their organization.

The successful candidate will oversee a diverse team of Statutory Planners, from experienced professionals to recent graduates. This role includes the opportunity to assume the coordinator responsibilities during periods of absence. You will provide mentorship to two Band 6 planners and occasionally guide Band 5 planners. Your work will encompass a wide range of intricate planning applications, such as subdivisions, residential, commercial, industrial, mixed-use developments, multi-unit dwellings, change of use projects, and private educational institution applications. Additionally, you may represent the organization at VCAT.

  • Position: Lead Statutory Planning Specialist Band 7
  • Employment Type: Permanent role with hybrid working arrangements (3 days in the office)
  • Salary Range: $113,565 - $130,000 (including Salary and Super)
  • Equipment: Laptop Provided
  • Experience: Background from either local government or private sector is acceptable
  • Experience Requirement: Minimum of 5 years in Victorian planning
  • Reporting Structure: Reports to Coordinator Statutory Planning
  • Supervision: Band 6 Senior Planners will report to the Principal Planner

ORGANIZATIONAL STRUCTURE
Reports to: Coordinator Statutory Planning
Supervises: Senior Statutory Planner or as directed
External Relationships: Developers, Businesses, Community

KEY RESPONSIBILITIES

  • Efficiently assess priority planning applications in accordance with relevant legislation and policies. Develop and evaluate complex planning applications, land information planning certificates, customer inquiries, and other planning-related tasks with professionalism. Ensure a precise, efficient, and customer-centric development approvals process for planning, development plans, subdivisions, and liquor license applications, adhering to relevant Acts and policies while providing accurate guidance to the public.
  • Utilize problem-solving and policy development skills with technical expertise in planning, subdivision, and liquor licensing matters. Make informed decisions within the scope of the position's authority, ensuring compliance with legislative requirements, established planning strategies, policies, or recognized standards. Strive to resolve disputes or concerns arising from the development approvals process through effective negotiation and ensure they are addressed cohesively.
  • Possess a comprehensive understanding of relevant legislation impacting planning, liquor licenses, development plans, development contribution plans, subdivisions, and related Acts. Demonstrate personal attributes of being a collaborative team player with a broad vision, contributing value through both individual contributions and team efforts. Stay informed about technological advancements and advocate for the adoption of technology that enhances customer service, productivity, and quality.
  • Effectively manage time, set priorities, and possess strong people management skills, planning and organizing your own work. This role requires meeting objectives within time constraints, managing conflicting demands, and adhering to budgetary guidelines. Contribute to the team's outputs to align with overall organizational objectives, priorities, and service standards.
  • Exhibit exceptional interpersonal skills to ensure a high standard of customer service and public relations. Collaborate and negotiate effectively with staff from various departments to develop solutions and strategies. Under the guidance of the Coordinator of Statutory Planning, represent the organization at panel hearings and hearings of the Victorian Civil and Administrative Tribunal as necessary. Maintain effective communication with community organizations, businesses, neighboring councils, and other government authorities.

Qualifications and Experience:
