About the Role

We are seeking a highly skilled and experienced Senior Development Engineer to join our team at Wingecarribee Shire Council. As a key member of our Development Engineering business unit, you will play a critical role in assessing and determining applications and Part 4 Certificates related to residential, commercial, industrial development, and subdivisions in a civil engineering context.

Key Responsibilities
  • Assess and determine applications and Part 4 Certificates for development projects, ensuring compliance with relevant legislation and Council policies.
  • Provide high-level technical advice to internal and external clients on planning matters, ensuring excellent customer service and stakeholder engagement.
  • Mentor and support less experienced staff within the Development Engineering business unit, promoting capacity building and knowledge sharing.
  • Participate in business transformation initiatives to achieve cultural change and improve service delivery outcomes, working closely with the Coordinator Development Engineering and Manager of Development Assessment and Regulation.
Requirements
  • Tertiary qualifications in Civil Engineering or a related discipline, with demonstrated experience in managing applications and issues related to roads, pavements, drainage, flooding, on-site detention, water quality, water and sewer, and traffic engineering within a local government context.
  • Extensive knowledge of relevant legislation, including the Environmental Planning and Assessment Act 1979, Local Government Act 1993, and Roads Act 1993, as well as AUSPEC, WSSA Codes, Australian Standards, and Council's Engineering and Planning Guidelines.
  • Demonstrated ability to build professional relationships within the development industry and communicate effectively with internal and external clients.
  • High-level experience in using Microsoft Office, including Word, Excel, Outlook, and PowerPoint, as well as Electronic Document Management Systems, computer-based Geographic Information Systems, and Customer Request Management Systems.
  • Ability to utilize engineering-specific software, including DRAINS, Traffic Modelling, and CAD.
  • Previous experience in developing engineering policy positions and reviewing development engineering standards to achieve consistency in development outcomes and best practice in civil engineering certification.
  • Strong analytical and problem-solving skills, with the ability to critically analyze issues and develop and implement appropriate solutions.
  • Ability to prepare technical reports using clear and concise language and communicate effectively with a range of stakeholders.
  • Current Driver's Licence (Class C).
