North Western Melbourne Primary Health Network (NWMPHN) is seeking an experienced Human Resources Advisor to provide high-quality operational HR support.
- Remuneration: Band 4 - Lead - $89,184.51 - $111,200.77 + 12% superannuation
- Generous NFP salary packaging options up to $18,550
- Full-time (1.0 FTE) Permanent role (part-time arrangements genuinely considered)
- Docklands office location - Hybrid; WFH (2 days)
This is a key position within our small and collaborative HR team, contributing across the employee lifecycle functions, people projects and initiatives.
You will support in the development and implementation of HR policies and procedures, workforce planning, performance review cycle management, compliance reporting and assist in employee and industrial relation matters, as required.
Working closely with the HR Manager, you will play an integral role in supporting meaningful organisational initiatives. This role offers the opportunity to make a real impact within a fast-paced, supportive, and welcoming environment.
You will play an important part in supporting the organisation deliver its first People Strategy in 2026.

We are North Western Melbourne Primary Health Network (NWMPHN), Victoria's largest independent, locally governed and run, not-for-profit PHN, dedicated to improving primary health care in Melbourne's north western region. We help people stay well by commissioning health services to deliver better and more accessible primary care.
Key Responsibilities
- Provide high-quality advice and support across the full employee lifecycle
- Support key HR functions, including contract variations, probation and performance management, and systems support (ActionHRM)
- Act as a trusted first point of contact for general HR enquiries, ensuring responsive and consistent advice in line with enterprise agreement and HR policies.
- Advise people leaders on core people management practices, including performance reviews and interpretation of HR policies
- Support the implementation and continuous improvement of HR policies, procedures, and tools, ensuring alignment with Fair Work legislation and the MPCN Enterprise Agreement
- Contribute to HR-related projects, including workforce planning, performance review cycle management, compliance reporting and assist in employee and industrial relation matters, as needed
- Assist with end-to-end recruitment activities in collaboration with hiring managers
- Maintain accurate records of all recruitment campaigns and outcomes
- Coordinate the onboarding of new starters
Skills and Attributes
- Strong working knowledge of HR operations and industry best practice
- Prior reporting and brief writing experience will be highly regarded.
- ER/IR Case Management support
- Excellent verbal and written communication skills
- Proven ability to build trust and influence stakeholders across all levels
Key selection criteria
- Demonstrated knowledge and practical experience in an HR Advisor or HR Business Partner role, including interpreting enterprise agreements, managing HR operational processes, and contributing to HR reporting and compliance
- Experience using HRIS platforms (such as ActionHRM or equivalent)
- Strong ability to plan, organise, and prioritise tasks to meet deadlines while maintaining a high level of accuracy and attention to detail
- Proven capability to liaise with a wide range of internal and external stakeholders, interpret complex information, and make well-informed decisions
- Build, influence, and manage effective relationships with stakeholders
The successful candidates will have
- Formal qualifications in Business/Psychology/Human Resource Management and/or relevant experience
- Intermediate experience in employee relations and conflict resolution within an Australian workplace context
- Demonstrated commitment to diversity, equity, and inclusion in the workplace
- AHRI membership is desirable, reflecting a commitment to professional development and staying current with best practices in human resources management
