The Corporate Branch is responsible for delivering enabling services that support the effective and efficient operation of the agency and facilitates the agency's compliance with legislation, policies, and guidelines as a non-corporate Commonwealth entity.

The branch complements the scheme-focus of other agency divisions by facilitating strategic communications and client engagement through the agency's website and contact centre. In addition, the branch supports efficient resource management and corporate accountability through functions such as financial management, performance reporting, parliamentary services, procurement, communications, property management and human resource management.

About the Section

The Human Resources, Security and Facilities section are responsible for operational and strategic people related matters for the agency.

We support the agency to achieve its purpose through providing business focussed advice and support, and we strive to continuously improve the quality of our services and ensure that our workplace respects and meets the needs of all employees.

The section has responsibility for three distinct and important functions:

- The Human Resources function supports the attraction, retention and development of a highly skilled, motivated and engaged workforce.
- The Security function manages protective and physical security as directed in the Protective Security Policy Framework (PSPF).
- The Facilities function manages our property and facilities in accordance with government and industry guidelines.

The Human Resources function has four sub-team, each responsible for particular elements of the Human Resources lifecycle:

- Performance and Conduct
- WHS, Wellbeing and Capability
- Employee Relations and HR Service Delivery
- Recruitment and Workforce Analytics

Role Responsibilities and Duties

We have current and anticipated vacancies across the section at the APS Level 4 (HR Officer), APS Level 5 (HR Advisor) and APS Level 6 (Senior HR Advisor). These roles may include:

- Officers, Advisors and Senior Advisors in our Employee Relations and HR Service Delivery team, providing support to the agency through interpreting policy and legislation, as well as managing the agency payroll and working with our shared services payroll provider.
- Officers, Advisors and Senior Advisors in our Performance and Conduct team, providing support to the agency through management of early intervention for performance, handling complaints and also undertaking our annual internal recognition processes.
- Officers, Advisors and Senior Advisors in our WHS, Wellbeing and Capability team, working to create a safe and healthy workplace where people are encouraged to grow and develop. This includes maintaining a calendar of wellbeing and learning and development events, supporting our internal diversity networks and facilitating training and development opportunities, such as our internal induction and manager induction.
- Other roles which may arise in the future include Advisors and Senior Advisors in our Recruitment and Workforce Analytics team, working with our internal stakeholders on all aspects of Recruitment or HR data collection and reporting.

The duties listed below for each level are a capture of the broad responsibilities across the team at each level. Some roles may have specific duties which will be discussed during the stage of receiving an offer of employment.

As an APS Level 4 HR Officer your duties would include:

- Managing a range of complex HR enquiries.
- Providing a first point of contact for incoming calls and emails for the relevant sub-team.
- Providing accurate and timely non-complex, standard advice, interpretation and assistance for policies, procedures, legislation and our enterprise agreement.
- Assist with continual process improvement for HR systems and practices.
- Undertake some reporting using our HR systems to obtain data.
- Develop and maintain stakeholder relationships within the agency and externally.
- Develop and maintain skills and knowledge in the use of our various HR systems (Aurion, eRecruit and LearnHub).
- Provide administrative support and operational tasks as required.

As an APS Level 5 HR Advisor your duties would include:

- Managing a range of complex HR enquiries and being a point of escalation for HR Officers for more complex queries.
- Establishing and maintaining stakeholder relationships within HR, the agency and externally.
- Utilising strong planning and problem-solving skills to ensure HR outcomes are met within tight deadlines.
- Maintaining a well-developed understanding of relevant legislation and policy frameworks.
- Applying sound judgement, knowledge and limited discretion in interpreting and applying legislation, instructions, guidelines and procedures.
- Demonstrating strong knowledge of our HR systems (Aurion, eRecruit and LearnHub) and a basic understanding of payroll processes.
- Assisting and supporting Senior HR Advisors in delivery of team outcomes.
- Working under limited supervision to provide advice and support to our stakeholders.
- Undertaking reporting using our HR systems to obtain data and provide analysis and interpretation of the data as needed.
- Undertaking quality assurance checks to ensure consistency and validity of our information
- Providing administrative support and operational tasks as required.

As an APS Level 6 Senior HR Advisor your duties would include, in addition to the above:

- Undertaking a leadership role within the section, through being a subject matter expert and possibly supervising and developing lower level staff
- Working with a high level of autonomy to manage the business as usual workflows and processes for the workstream, as well as undertaking projects as required
- Undertaking the development and implementation of various policies and processes
- Undertaking administrative functions, such as procurement, as needed for the workstream
- Building capability across the broader HR section through knowledge sharing and active participation in collaborative work practices

Qualifications/Experience

Tertiary qualification in Human Resources or an adjacent field are desirable, but not required.

We are looking for candidates who can demonstrate the following experience and capabilities at the required Work Level Standard for the classification they are applying for:

- Effective time management and coordination skills
- Excellent written and verbal communication skills with a high level of attention to detail
- Well-developed interpersonal skills with the ability to establish and maintain relationships
- Previous experience in a HR role, preferably within the APS
- Experience with one or more of our HR systems (Aurion, eRecruit and LearnHub)

The following are highly desirable for specific positions within the section:

- Demonstrated experience in employee relations, including bargaining; or,
- Demonstrated experience in management of performance; or,
- Demonstrated experience in delivery of learning and development; or,
- Demonstrated experience in APS payroll, including calculations and problem solving; or,
- Demonstrated experience in a HR generalist role.
